<br /> ~ <br />. ~ILLS <br /> Approved: February 14, 2005 <br /> CITY OF ARDEN HILLS, MINNESOTA <br /> CITY COUNCIL WORKSESSION <br /> FEBRUARY 14, 2005, 8:30 P.M. <br /> CITY HALL COUNCIL CHAMBERS, 1245 WEST HIGHWAY 96 <br /> CALL TO ORDER <br /> Mayor Aplikowski called the meeting to order at 8:30 p.m. <br /> Present: Mayor Beverly Aplikowski, Councilmembers David Grant, Gregg Larson, <br /> and Brenda Holden. <br /> Absent: Councilmember Lois Rem. <br /> Staff Present: Michelle Wolfe, City Administrator and Scott Clark, Community <br /> Development Director <br /> Others Present: John Shardlow, DSU <br />. Council had asked Mr. Shardlow and staff to give an update on the TCAAP Framework Plan. <br /> The Planning Commission had recommended to the Council approval of the Plan at their <br /> Febmary 2, 2005 meeting. <br /> Mr. Shardlow reviewed the Plan in general terms, the two year process of public input and key <br /> land use issues. In addition, Mr. Shardlow presented the funding of a Framework Plan. <br /> A general discussion commenced and some Councilmembers were concerned that some portions <br /> of the Plan, including the term "Framework Plan" indicated either land use inflexibility or <br /> mi srepresentation as to the ultimate land use intent. (For example, the purpose of the area <br /> marked as community recreation center is to serve as a place holder for some future significant <br /> public feature or structure. The intention of the plan was not to state that only a community <br /> recreation center could serve the purpose of a significant public feature). <br /> Direction was given to an1end the plan as fol1ows: <br /> I) Rename the Framework Plan to Framework Vision. <br /> 2) Rename sports facility to potential athletic fields. <br /> 3) Rename community recreation center to potential community/civic center <br /> 4) Rename transit center to potential transit center. <br /> This item is scheduled for review and action at the February 28,2005 City Council Meeting. <br /> zeting adjourned at.9:30 p.m. .
