<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />FEBRUARY 28, 2005 <br /> <br />12 <br /> <br />~ <br /> <br />I. <br /> <br />A Special Use Permit Amendment form, drafted by the City Attorney, shall amend <br />the SUP and sball referenced the proposed revision to the Site Plan from Planning <br />Case #05-03. Building permits may only be issued after the SUP Amendment <br />document receives the approval of the City Council and is executed by botb the City <br />Council and the applicant. <br />Continuous concrete curb shall be constructed surround the parking lot as required by <br />tbe City Zoning Ordinance; the curbing shall require the approval of tbe City <br />Engineer, City Building Official, or City Planner. <br /> <br />2. <br /> <br />Ray Pogue, Lodge Treasurer, stated tbey wanted to split tbis off so they could sell it to keep <br />funding the lodge. He noted they did not use tbe property tbat mucb and the large parking lot <br />was useless. He stated if someone bought the lot and built a large home, it would be good for <br />both the City as well as for the Lodge. <br /> <br />Councilmember Larson asked if they had someone interested in purchasing tbe property. Mr. <br />Pogue replied they had received some interest, but they had not followed up on anything because <br />tbey needed Council's permission first. He stated they hoped the sale of tbis land would help <br />with their funding for tbe next 10-12 years. <br /> <br />. <br /> <br />MOTION: Councilmember Grant moved and Councilmember Holden seconded a <br />motion to approve PC #05-03, St. Paul Lodge #2 - LO.O.F., 1174 <br />Edgewater Avenue, SUP Amendment subject to conditions as noted in <br />staffs February 28,2005 report. The motion carried unanimously (4-0). <br /> <br />F. PC #05-04, Citv of Arden Hills, GB District and Zoninl! Ordinance Amendments <br /> <br />Mr. Hellegers stated tbis Zoning Ordinance would allow a service station with retail sales and <br />services and a car wasb to be permitted after the issuance of a Special Use Permit in the Gateway <br />Business District. He indicated at tbe February 2, 2005 Planning Commission meeting, the <br />Commissioners unanimously recommended approval of the Zoning Ordinance Amendments as <br />proposed. <br /> <br />MOTION: Councilmember Larson moved and Councilmember Grant seconded a <br />motion to approve PC #05-04, City of Arden Hills, GB District and <br />Zoning Ordinance Amendments. The motion carried unanimously (4-0). <br /> <br />G. Award Bid for 2005 Lift Station Rehabilitation Proiect <br /> <br />. <br /> <br />Mr. Brown stated bids were received and opened for this project on February 15, 2005. Bids <br />were received from nine contractors. He noted all bids had proper bid guarantees in the amount <br />of ten percent (10%) of the total bid as required by the Project Manual. He indicated Gridor <br />Construction, Inc. submitted the low bid with a total bid amount of$236,758.00. The Engineer's <br />Estimate reflects current market prices based on recent projects in the Twin Cities metro area. <br />The low is was approximately 1.4% lower than the Engineer's Estimate indicating a reasonable <br />price for the scope of work included with tbe project.
