<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />MARCH 28, 2005 <br /> <br />2 <br /> <br />4. <br /> <br />PUBLIC INQUIRIES/INFORMATIONAL <br /> <br />Tom Steele, 3570 Ridgeview Road, stated he has been a resident of the City just shy of 21 years, <br />He indicated he spent ten years on the volunteer finance committee, He noted he had read a <br />message from the Mayor in whieh she spoke about how things were ehanging in the City, He <br />stated TCA<\P was eoming whether the residents liked it or not. He refen'ed to the Publie <br />Financing Poliey, speeifieally page 5. He stated he agreed with the comments in that poliey and <br />thanked the Couneil for the work they have done on this, He indieated his eoneem was that if the <br />City was to abdieate that TCAAP would be infIueneed and controlled by outsiders who had no <br />eoneern for the City and the residents. However, he believed there was some inconsisteney with <br />the statements in the Pub lie Finaneing Poliey that there would be no effeet to taxpayers, He did <br />not believe TlF Finaneing would not impaet the taxpayers. Mayor Aplikowski replied the City <br />would have further information regarding this after the work session tonight and future meetings. <br />She assured him they were going very slowly forward with this and were taking everything into <br />eonsideration with respeet to the finaneing. <br /> <br />Steve Gerieke, 1840 W, County Road E, asked what happened when sehools had to be built <br />beeause of TCAAP and who would pay for it. He stated they also had to plan for future poliee <br />and fire proteetion as well. Mayor Aplikowski replied at this point they were still working on <br />these issues and these items had not been forgotten and would be a part of the resouree plan, <br /> <br />5. <br /> <br />PUBLIC HEARINGS <br /> <br />None. <br /> <br />6. NEW BUSINESS <br /> <br />A, Approve the Appointment of John Mennenl!a as the Buildinl! Inspector for the City <br />of Arden Hills <br /> <br />Mr. Johnson stated the position of the Building Inspector beeame vaeant when Erie Nordeen <br />aeeepted the Lake Johanna Fire Marshall position on January 12, 2005. The City reeeived 17 <br />applieations that were reviewed by City staff, After first and seeond round interviews, the <br />reeommended eandidate is John Mennenga, <br /> <br />MOTION: Couneilmember Grant moved and Couneilmember Larson seeonded a <br />motion to approve the appointment of John Mennenga as the Building <br />Inspeetor for the City of Arden Hills, The motion earried unanimously (4- <br />0), <br /> <br />B. Purchase Al!reement for the Old City Hall Site <br /> <br />Mr. Clark presented the real estate purehase agreement between the City of Arden Hills and <br />Royal Oaks Realty, Ine, for aequisition of the old City Hall site. He indieated it was staffs <br />understanding that the purehaser (Royal Oaks) was intending to make a planning application in <br />
