.
ARDEN HILLS CITY COUNCIL WORKSESSION MINUTES
June 13 2005 3
e Councilmember Larson recommended that the City Council schedule a meeting with CCR in the
near future to discuss the future of the TCAAP project. We need to discuss the appraisal and
regulatory enviromnental services and who is going to pay for these services.
Mayor Aplikowski stated it is her understanding that the City Council supports the notion of
paying for an independent appraisal and asking CRR to pay for the FOSET and Response Action
Agreement.
Councilmember Grant would not be agreeable to moving the project forward if CRR would be
willing to pay for the FOSET, Response Action Agreement, and all other related enviromnental
studies.
Mayor Aplikowski wants the City Council to move forward as a group on this project.
Councilmember Grant believes that the developer will ask for something in return if we ask them
to pay for the FOSET and the Response Action Agreement.
Councilmember Holden would like to meet with tl1e developer to discuss these issues.
Councilmember Grant asked City staff how much the FOSET and Response Action Agreement
- would cost?
Conununity Developmcnt Director Clark estimates that the FOSET and Response Action
Agreement could cost roughly $100,000 to $150,000. These expenses would be for the
attorney's involvement representing the City.
Councilmember Rem reconunends that the City completes its own appraisal of the TCAAP
property and begin negotiations with the developer regarding the FOSET and Response Action
Agreement costs.
Mayor Aplikowski mentioned that the developer is more concerned about density issues.
Councilmember Rem said that density is an important issue and should be discussed at a future
meeting.
Mayor Aplikowski asked Councilmember Grant when he would be availablc to attend a meeting
with the development team.
Community Development Director Clark recommended June 29th.
Councilmember Grant said that he should be available on June 29th.
. Mayor Aplikowski requested that Councilmember Grant communicate with City staff any
concerns that he has regarding the development agreement.
3
