Holidav Station Store - Approval of Special Use Permit/Preliminary and Final Plat <br /> <br />Mr. Hellegers requested Council consider the requested Master and Final PUD/Special Use <br />Permit and PreliminarylFinal Plat for the development of the property at the southwcst comer of <br />Highway 96 and Round Lake Road. He noted at the June 1, 2005 Planning Commission meeting, <br />the Planning Commission recommended unanimous approval with conditions as noted in staffs <br />June 27,2005 report. <br /> <br />He recommended Council approvc the Master and Final PUD/Special Use Permit and <br />Preliminary/Final Plat for the development ofthe property. <br /> <br />CounciImember Larson stated he noticed on some of the review questions included in the packet <br />that some of the existing trees on the northeast and soutl1east could be savcd and it soullded like <br />the developer intended to level the lot and put in all new landscaping. He asked if there was any <br />intention of saving any of the trees on the property. Mr. Hellegers replied there might bc a <br />possibility to preserve some of the trees, but most of the trees that were there now would be in the <br />path of the building. <br /> <br />. <br /> <br />CounciImember Larson asked if there would be any landscaping along the west side of the <br />building. Mr. Hellegers replied they had requested the developer put in landscaping along the <br />areas which would have the most impact on the residential arcas, particularly the north side. He <br />noted there were also power lines along the west sidc of the property, which would be impacted <br />by mature landscaping. <br /> <br />Councilmember Larson noted he was still concerned there was insufficient landscaping along <br />the back of the building. He asked if they could include lower screening as a condition of the <br />permit. Mr. Hellegers noted the developer had four times the required landscaping; however, <br />they might be able to shift some of the landscaping around on the site. <br /> <br />Councilmember Larson asked if the amount of fayade lighting would be reduced. Mr. <br />Hellegers responded reduced lighting was not included in the conditions and the Planning <br />Commission did not recommend it, but if Council wanted to have this, it could be made as a <br />condition of approval. He indicated this was a minor concern. <br /> <br />Councilmember Larson stated it would be nice if the north driveway could be moved further <br />south away from Highway 96. Mr. Hellegers stated applicant was aware of this and was working <br />on a revised plan to drop the driveway down to enter toward the middle of the canopy. He noted <br />however, they needed sufficient space for semi-truck movability. He indicated both applicant and <br />applicant's cnginecr wcre present to answer any questions. <br /> <br />. <br /> <br />Councilmember Larson inquired about the drainage. Mr. Hellegers outlined the drainage and <br />water retention plans and noted applicant was addressing the drainage issue. <br /> <br />3 <br />
