<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />JULY 11,2005 <br /> <br />11 <br /> <br />Councilmember Holden stated she would like to see an extra five feet for the City trail. She also <br />would like to see building 20 be removed to ease up on the parking and add additional <br />landscaping. <br /> <br />Councilmember Grant stated a development of this nature (Neighborhood Business) generated <br />less traffic than an equivalent residential neighborhood. <br /> <br />MOTION: Councilmember Grant moved and Councilmember Larson seconded a <br />motion to table Resolution #05-45 Royal Oaks to the next regularly <br />scheduled Work Session as a special City Council Meeting on July 18, <br />2005. <br /> <br />MOTION: Councilmember Aplikowski moved and Councilmember Holden seconded <br />a motion to amend the motion to have the special City Council meeting at <br />7:30 p.m. seconded by Holden asked if Councilmember Grant would make <br />a time certain of 7:30 p.m. The amended motion carried unanimously (4- <br />0). <br /> <br />The original motion carried unanimously (4-0). <br /> <br />Mayor Aplikowski recessed the meeting at 9: 1 0 p.m. and reconvened the meeting at 9:20 p.m. <br /> <br />B. Resolution #05-46: Approval of Amended Special Use Permit for Presbvterian <br />Homes <br /> <br />Mr. Hellegers requested Council consider approval of Resolution No. 05-46 which would <br />approve the Special Use Permit Amendment for an addition to the south end of McKnight Care <br />Center on the Presbyterian Homes property in Arden Hills subject to seven conditions and also to <br />consider approval of Special Use Permit No. 05-17. <br /> <br />He noted the Planning Commission at their July 6,2004 meeting recommended approval subject <br />to seven conditions as noted in staff's July 11,2005 report. <br /> <br />Councilmember Holden stated her main concern was the garden terrace on top and the see <br />through fence starting at 4 feet. She asked how many residents would use the garden terrace. <br />John Mehrkens, Presbyterian Homes, replied there was a total of 52 residents in that area with <br />staff supervision or family members taking residents up there. He stated maximum the space <br />would accommodate was somewhere in the neighborhood of25 to 30 people. <br /> <br />Councilmember Holden asked what kind of visual sensitivity the see through fence would have. <br />She stated they would be intruding on the neighborhood at a higher level. Mr. Mehrkens replied <br />the nearest resident was 210 feet away, so they had a significant distance which would address the <br />privacy issues. In addition, inside the fenced garden area, there would be plants which would be <br />used to add additional screening between the residents and Lake Johanna. He noted they did not <br />
