Joint Development Authority <br />Monday, November 4, 2024 <br />Arden Hills City Council Chambers <br />Special JDA Minutes <br />5:30 pm <br /> <br />Roll Call <br /> <br />Joint Development Authority: Chair Jon Wicklund, Commissioner Nicole Frethem, <br />Commissioner Victoria Reinhardt, Commissioner Tom Fabel, Commissioner Tena Monson <br /> <br />Also present: Jessica Jagoe (Arden Hills); Ella Mitchell (Ramsey County) <br /> <br />Roll call taken. <br /> <br />Approval of Agenda <br /> <br />Motion by Commissioner Fabel seconded by Commissioner Frethem to approve the agenda as <br />presented. Motion carried. <br /> <br />Public Input <br /> <br />Lyle Salmela, 1480 Arden Vista Court, thanked the JDA for adopting a clean energy policy for <br />the Rice Creek Commons development. He explained he has been waiting for this for the past <br />10 years. He stated the Ever-Green report was well done but could have more depth on the <br />HVAC and heat pump options. He indicated Option 3 was a more likely option for the project. <br />He believed Option 2 was a decision that should be made between Alatus and Xcel Energy. He <br />recommended an opt out option be included in the agreement. He understood the $10 million <br />grant for infrastructure would be beneficial. He was interested in learning more about the solar <br />options for this site, noting residents would have to have one or two days of battery backup. He <br />commented on how there was still a lot to learn about geothermal and refrigerant flow. He <br />encouraged the JDA to work with Xcel or a consultant on the VFR and the cost benefits of a <br />clean energy program. <br /> <br />Consent Agenda <br /> <br /> None. <br /> <br />Old Business <br /> <br />None. <br /> <br /> <br />New Business
