<br /> Joint Development Authority <br />TCAAP Redevelopment Project <br />Joint Development Authority <br />TCAAP Redevelopment Project <br />AGENDA ITEM 7a <br /> <br />MEMORANDUM <br />DATE: November 4, 2024 <br /> <br />TO: Joint Development Authority Board of Commissioners <br /> <br />FROM: Ella Mitchell, Ramsey County <br /> <br />SUBJECT: Recommendation for Clean Energy Policy <br /> <br />Recommendation: The EAC recommends the JDA adopt a policy to make Rice Creek Commons an all- <br />electric, carbon-free development. <br />This policy aligns with the Rice Creek Commons Vision and the Green Energy Vision. To meet this policy, <br />measures to reduce greenhouse gas emissions, including but not limited to providing clean energy <br />onsite and prohibiting natural gas infrastructure, will be required. It can be implemented in a way that is <br />replicable, equitable and cost-effective. <br />This recommendation is supported by analysis described in the attached Clean Energy Analysis report, <br />the Draft Sustainability Design Guidelines, and the initial review of project alignment with LEED for <br />Communities. Staff and consultants have discussed potential strategies to comply with this policy with <br />developers, and they understand their concerns and feel that they can be overcome. <br />By adopting this policy, the JDA sets a clear requirement for the development, while still allowing time <br />and flexibility to collaborate with developers and project partners on how best to meet this <br />requirement. The Sustainability Design Guidelines (draft included as appendix in Clean Energy Analysis <br />report) will specify the details and processes for implementing an all-electric, carbon-free development. <br />Background <br />Green energy and sustainability have long been key components of the vision for Rice Creek Commons: <br />• 2014: The JDA established the Environmental Resiliency Advisory Board (ERAB), which defined <br />the original Energy Vision and Guiding Principles for Rice Creek Commons. <br />• 2015: The ERAB presented and the JDA accepted the Energy Integration and Resiliency <br />Framework (EIRF), which set a vision to create the largest net-zero energy redevelopment in the <br />state and outlined plans for on-site renewable energy generation and all-electric residential <br />development. <br />• 2016: Alatus LLC selected as lead developer. <br /> <br />
