Arden Hills 55+ Senior Housing Complex Traffic Noise Assessment <br /> <br /> <br />EXECUTIVE SUMMARY <br /> <br />This Traffic Noise Assessment addresses expected noise levels at the proposed Arden <br />Hills 55+ Senior Housing Complex in Arden Hills, Minnesota, and proposed measures to <br />comply with Minnesota Noise Standards. <br /> <br />The project is located between Minnesota Highway 10 (Hwy 10) on the south and Trunk <br />Highway 96 (TH 96) on the north. The purpose of this study is to determine if the project is in <br />compliance with Minnesota state noise standards, or if needed, to meet exceptions to the rules in <br />the Minnesota Noise Standards. <br /> <br />Traffic noise levels from Hwy 10 and TH 96 have been predicted for representative second floor <br />receptor sites distributed around the project building for the morning peak hour (6-7 am) and <br />afternoon peak hour (4-5 pm). Daily traffic volumes have been collected from the MnDOT <br />Traffic Mapping Application and directional and hourly traffic volumes have been based on data <br />from Automatic Traffic Recorder 10919 located on Hwy 10 north of the project. Vehicle type <br />percentages have been based on similar studies in the Twin Cities Metropolitan Area. <br /> <br />Under Minnesota noise rule definitions, the hour from 6 -7 AM falls under the nighttime category <br />while the 4-5 PM hour falls under the daytime category. The MinnNoise computer model has <br />been used to estimate nighttime (6-7 AM) and daytime (4-5 PM) sound levels at selected <br />receptors sites distributed around the proposed building. <br /> <br />Due to proximity of roadways, the predicted nighttime L10 and L50 levels at all receptor sites are <br />above daytime and nighttime standards for residential land use but can be brought into <br />compliance with state rules if appropriate STC rated windows are installed. Under exceptions to <br />the rules, the STC rating needed for windows and doors with direct exposure to highway noise <br />will depend upon the area percentages of exterior wall components. Depending on glazing area, <br />STC28, STC29 and STC30 windows would be needed to comply with exceptions to the rules. <br />If different glazing types would be difficult, STC30 glazing would be needed throughout. <br /> <br />The final section of the study addresses potential increases in traffic noise level for homes to the <br />southwest across TH 10 due to possible reflection from the new building. The latest FHWA <br />traffic noise model (TNM 3.2) is now capable of evaluating traffic noise reflections from <br />structures. While not publicly available, the consulting firm Bowlby Associates offered to <br />perform an analysis. Results of the analysis show increases from zero to well below 1 dBA, that <br />would not be easily detectable. <br /> <br /> <br />
