As a result of the subdivision of land, the house of worship will lose parking and <br />as such the Applicant is proposing to construct an additional 82 parking stalls on the site as part of <br />the Site Plan Review and PUD review. The house of worship is proposed to have 866 parking <br />stalls. <br /> <br />Plans indicate that the Applicant would satisfy the requirements for off-street parking stalls. <br /> <br />I. Traffic Study and Site Circulation – For Review <br />The site currently has two access point to the Subject Property along County Highway 96 and <br />Snelling Avenue North. No changes are proposed to the current configuration. As part of the <br />application, the Applicant has provided a Traffic Review Memo (Attachment J) which references <br />the future intended use of proposed Lot 1, Block 1. The memo notes that the overall impact of the <br />intended use on area roadway capacity is expected to be minimal and that no significant issues are <br />expected as a result of the proposed development from a traffic capacity perspective. <br /> <br />In response to prior concept review comments from the City Council, the Applicant has shown in <br />the renderings that the access to County Highway 96 will be identified as “Left Turn Only” with <br />signage showing “No Right Turn” movements to reinforce traffic patterns towards Highway 96. <br />A condition of approval is included below that the submitted plans be revised to show the markings <br />and signage on the plans. <br /> <br />Access to County Highway 96 from Submitted Renderings
