Crepeau, Jr., Councilmen John Hollenhorst, <br />E. Gray Henderson and Ronald Herrick. <br />Absent: Councllma~ Stanley Olmen <br />Also Present: Flna.ce Committee, Water Study sub-committee Chairman <br />Robert McN)esh, Parks and Recreation Chairman Robert <br />Bjorndahl, Planning Commission representative Charles <br />Stoddard, Clerk Administrator Lorraine Stromquist, <br />Treasurer Worth G, Read, Engineer Donald Lund, Maintenance <br />Supervisor Everett Beecher, Assistant Clerk, Administration <br />Dorothy Zehm <br /> <br />PUBLIC HEARINGS <br /> <br />Pro osed Charles Perr Park 1m rovement <br />Mayor Henry J. Crepeau opened the ubi c Hearing at 8:07 p.m. and <br />requested that the hearing proceed according to the distributed <br />format. <br /> <br />Mrs. Schutz explained that her son, Mr. Richard Schutz, Is In reserve <br />training at Camp McCoy for two weeks; consequently he cannot attend <br />the hearing tonight. She offered to relay any messages to her son <br />If this Is desired. <br /> <br />Mr. Charles Stoddard, 1666 Oak Avenue, briefly described the proposed <br />park plan as It was presented to the Planning Commission by Contractor <br />Richard Schutz. He reported that the Planning Commission recom- <br />mendation Is that the Council delay Its decision on the new proposal <br />(Plan 12) for further study and maintain the original proposal (Plan <br />#1). <br /> <br />Mr. Larrv Brodie. 1741 Venus Avenue, also representing the Planning <br />Commission, stated that the additional fl II proposed would reduce <br />a valuable water retention area; the extra estimated 100,000 cubic <br />yards of fil" If permitted, gives the Village much more, In com- <br />parison, than was originally granted under the first proposal; <br />the plan presented had a number of admitted Inconsistencies which <br />did not present a firm description of the proposal. <br /> <br />Or. Robert BJorndahl, 3183 N. Lexington Avenue, Chairman of the Parks <br />and Recreation Committee, stated that the parks committee would <br />like to see further study of the proposal before a decision Is made. <br />He said Mr. Schutz has presented a proposal which we can accept or <br />reject but the Village should get his specific written proposal <br />before making any decisions. <br /> <br />COuncilman Ronald Herrick described the present filling operation In <br />preparation of ball diamond sites on the western plateau portion of <br />the park and then described the proposal forcthe lower eastern <br />portion of the park which would contain picnic areas, parking, a <br />pond and well-defined creek etc., explaining that If this second <br />plan Is permitted the entire park area, Including the western area, <br />would be completed with grass, trees, completed ball diamonds with <br />backstops, benches etc. <br /> <br />The following spoke In opposition to the proposal: <br />Mrs. Lillian Michael, 1454 Skiles Lane, representing the Arden Hills <br />League of Women Voters.
