ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION—NOVEMBER 18, 2024 9 <br /> Councilmember Rousseau questioned how water would be used throughout the development. <br /> She asked how the waterways within the development could be used recreationally. <br /> Councilmember Holden indicated the creek does not always have water in it. <br /> Ms. Kvilvang reported this was the case and noted the stormwater pond may not always have <br /> water either. She said Alatus considered putting in a pumping system to augment and ensure that <br /> there would be water there, but then you run into problems with all of the environmental issues <br /> and other things that need to be looked at. <br /> Councilmember Monson supported the Council holding further discussions about the <br /> stormwater pond, noting she would like to see this being an attractive amenity. She referenced <br /> the Lakes and the year round water feature there, noting that private companies installed mini golf <br /> and paddleboards, for example. <br /> Ms. Kvilvang said is it probably augmented in some way. <br /> Councilmember Holden stated that that water feature is not a stormwater pond, it's like a <br /> recreational lake and the reality was the stormwater pond many not always have water. <br /> Councilmember Monson asked what that would look like to augment this. <br /> Public Works Director/City Engineer Swearingen said we would need to work through the <br /> DNR and used Snail Lake as an example as that is augmented by pumping. He noted there is a <br /> whole environmental process to go through to make sure you can do it. <br /> Councilmember Holden stated you have to have the water to pump to get it in there. <br /> Public Works Director/City Engineer Swearingen said yes, and where is the water coming <br /> from. <br /> Councilmember Monson indicated she would like the City to have a real conversation about this <br /> and expressed concerns about a dry waterway. <br /> Ms. Kvilvang noted that is always a question Public Works gets when people move by a <br /> stormwater pond and it's a wet year and then the next year it's dry, they want to know why their <br /> pond is dry. It is because it's a stormwater pond. <br /> Councilmember Monson suggested that this should be talked about and made bigger than a <br /> stormwater pond. Could there be a dual use and how could that work. <br /> Councilmember Holden questioned where the water would come from, noting that is the issue. <br /> Ms. Kvilvang commented this could be further discussed with Alatus as they already know the <br /> answers. <br /> Mayor Grant stated the Council would also have to consider how the edge of the stormwater <br /> pond should look. <br />
