The OCM has included standards regarding security and control of cannabinoids in their first draft <br />of the rules, but some communities are including additional language to establish aesthetic controls <br />around required security measures. <br />I. Signs <br />2. Exterior wall, window, and monument signage shall not depict a cannabis flower, <br />cannabis product, hemp edibles, hemp derived edible consumer product, or the like. <br />Additionally, a business logo containing the above depictions shall not be displayed <br />as part of any exterior signage. No products, interior signage, advertisements, or <br />like attention -getting items shall be placed or displayed that may be visible from the <br />exterior of the Cannabis or Hemp Business. <br />Some communities are choosing to restrict the depiction of cannabis -related imagery from signs, <br />including within business logos that are visible from outside of the building. Additionally, some <br />communities are choosing to restrict how items like products or interior signage can be placed to <br />ensure they are not visible from the exterior of the building. <br />The draft ordinance for Council review does not include these provisions since they are changes <br />that were not reviewed by the Planning Commission. Again, as new standards are being <br />considered throughout the state, staff wanted the Council to have the most up to date information <br />to consider as part of the public hearing. The City Council should discuss whether to include <br />either of these provisions. <br />Planning Commission Review <br />The Planning Commission reviewed this application at the November 6, 2024 meeting. The <br />Commission discussed the hours of sale, the effect of the language on current sales of low -potency <br />THC items, the number of required retail registrations, the zoning districts where cannabis business <br />are proposed to be allowed, cannabis events, and the 1,000 ft. buffer from schools. <br />The Planning Commission held a public hearing on the ordinance amendment. No comments were <br />received. The Commission voted 6-0 to recommend approval, with six amendments, of Planning <br />Case 24-016. The amendments have been described previously in this report. <br />Public Comments <br />A Zoning Code Amendment requires a public hearing. Notice was published in the Pioneer Press <br />on November 15, 2024. The City has not received any public comments regarding this case. <br />Page 5 of 6 <br />
