AGENDA ITEM - 3A <br />'M <br />-AR UEHILLS <br />MEMORANDUM <br />DATE: November 25, 2024 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, Interim City Administrator <br />FROM: Julie Hanson, Assistant to the City Administrator/City Clerk <br />SUBJECT: 2025 Fee Schedule Follow-up Discussion <br />Budgeted Amount: Actual Amount: Funding Source: <br />Council Should Consider <br />Council should consider providing additional guidance regarding the proposed 2025 Fee Schedule. <br />Background/Discussion <br />At its work session on November 12, the City Council discussed the draft 2025 Fee Schedule that <br />included changes as proposed by staff (see Attachment A). <br />With the exception of addressing the topic of adult cannabis business registration and violation fees, <br />and a question regarding pet licensing, Council generally expressed approval of moving forward with <br />the fee scheduled as presented. Please note that the reference to Mobile Food Units/Food Trucks <br />(Vendor License) on page 8 under Miscellaneous/retail Activities (Sec. IX) was inadvertently <br />included in that draft, and that item has been removed from the attached revised draft. <br />Adult Cannabis Registration <br />Staff is seeking Council direction regarding the initial and renewal fees for adult cannabis registration <br />(see Section IX Miscellaneous/Retail Activities on page 8 of Attachment B) as well as the penalty fee <br />for a violation (see Section XI Miscellaneous Fees/Permits on page 9 of Attachment B). <br />State Statute 342.22 provides limits on what a City can charge for the initial and renewal fees as well <br />as penalties as follows: <br />Registration Initial fee - $500 or up to half the fee charged by the OCM (whatever is less) <br />Registration Renewal fee - $1,000 or up to half the fee charged by the OCM (whatever is less) <br />Penalty for violation — a City can require any amount up to a maximum of $2,000 for each <br />violation <br />Staff requests the Council provide feedback and guidance on the above fees. <br />Page 1 of 2 <br />
