8.7 Proposal Content <br />Qualified proposals must include the Proposal Checklist Form A and items listed on the checklist. <br />8.8 Evaluation Criteria <br />Arden Hills residents have identified a city-wide goal to be an environmentally sustainable community, <br />and residents have identified various community values that environmental programs such as recycling <br />should incorporate. <br />The vision, values, and goals of the City lead to the following criteria that the City will use to evaluate <br />proposals for recycling services: <br />Collection Criteria: <br />♦ Clean and quiet service delivery. <br />♦ Low impact on street (size and weight of trucks). <br />♦ Easy for customers to participate. <br />♦ A broad range of accepted recyclables. <br />♦ Materials to be efficiently recycled (local markets, highest and best use for material). <br />♦ Facilitates increased MDU, commercial, institutional, and industrial recycling. <br />♦ Cost-effective service. <br />Qualifications Criteria: <br />♦ How the proposals have been tailored to meet the particular needs of the City. <br />♦ Strength of qualifications of the Respondents (together with any proposed subcontractors). <br />♦ Comments from the Respondents' reference clients. <br />Education and Customer Service Criteria: <br />♦ Frequent, effective education of residents. <br />♦ Community involvement. <br />♦ Outreach to low participating communities with public education tools specific to demographic <br />needs including outreach using electronic communications and emerging technologies. <br />♦ Contractor is approachable and welcoming of customer questions and comments. <br />♦ Contractor has excellent service issue resolution. <br />Environmental Benefits Criteria: <br />♦ Maximized diversion of compostable and other recyclable materials. <br />♦ Reduced carbon footprint. <br />♦ Residual rate at MRF. <br />These evaluation criteria are not presented in any special order. No ranking of these criteria within this <br />RFP is intended or implied. <br />A review committee will evaluate all proposals submitted based on price, how well the proposal meets <br />RFP base specifications, how well the proposal meets community values, and the Respondents' "Value <br />Added" elements that go beyond the base specifications.
