He suggested the language be changed to: Now Therefore Be It Resolved, that the City <br />of Arden Hills publicly declares its whole-hearted support of our courageous and loyal troops. <br /> <br />Mayor Aplikowski suggested striking all of the Resolved paragraphs and state the City supports <br />the mission of the National Guard. <br /> <br />Councilmember Holden stated she would like to retain strong Resolutions in this document. <br /> <br />Mayor Aplikowski suggested deleting the words ''whole-hearted support" and insert "the <br />mission", <br /> <br />Councilmember Larson stated his only concern was that he did not want to "paint the City into <br />a corner" when the City did not have all of the information. He noted everything needed to be <br />balanced against the City's interest also. He wanted the City to be careful that they did not <br />support something when they did not have all of the information. He stated he would support <br />deleting "whole-hearted support" and insert the words "the mission". <br /> <br />Councilmember Grant stated they needed to acknowledge that times had changed for both the <br />National Guard and the military as well. He noted they needed to remember that the National <br />Guard was there before the excess property and the National Guard needed to fulfill their mission <br />and build their training center, and the City needed to be a good neighbor and be tolerant of their <br />plans. He stated he would work with the National Guard in terms of finding a win-win situation. <br /> <br />MOTION: Councilmember Larson moved and Councilmember Grant seconded a <br />motion to approve Resolution No. 04-34, Supporting the Minnesota Army <br />National Guard as amended with the change in the first Resolve paragraph <br />to read: NOW THEREFORE BE IT RESOLVED, that the City of Arden <br />Hills publicly declares it supports the mission of the Army National <br />Guard. The motion carried unanimously (5-0). <br /> <br />I. TCAAP UPDATE <br /> <br />Mr. Parrish updated the Council on recent TCAAP developments. <br /> <br />Mayor Aplikowski asked if the content of the letter was something the Council could support. <br /> <br />Councilmember Larson replied he did not have any issues with the letter, but took issue to the <br />first paragraph regarding the City not being supportive of the Guard's current or proposed <br />training activity at AHATS. He requested that sentence be removed until it was more fully <br />understood what the Guard was going to do. He stated he wanted to find out more of what they <br />were proposing to do before they made a statement that they were approving this. He expressed <br />concern that the Guard's uses with respect to their training were not compatible with the land. <br /> <br />Mayor Aplikowski stated she did not want that sentence removed because she wanted to keep <br />discussions open with the Guard. <br />
