<br /> ARDEN HILLS CITY COUNCIL WORKSESSION <br /> October 18, 2004 9 <br />. Community Development Director Clark noted that the problem with requests for proposals is <br /> that it may take up to 9 months or longer before the project can begin and that small single site <br /> requests usually do not solicit solid proposals. <br /> Clark stated that he will have an appraisal done on the property to determine its market value. <br /> TeAAP Interim Al!reement <br /> Community Development Director Clark passed out a copy of the proposed TCAAP interim <br /> agreement for City Council's review. The developer has already reviewed and agreed to the <br /> proposed agreement extension language. The original development agreement expires on <br /> November 8th <br /> Mayor Aplikowski announced to the City Council that they should contact staff members if they <br /> have any problems with the proposed agreement before next Monday's City Council meeting. <br /> Councilmember Grant was wondering what staff thought about the proposed extension. <br /> Community Development Director Clark believes that the proposed agreement will keep the <br /> project alive for the next 6 months. Essentially, the 6 month extension gives us extra time to <br /> create a funding plan. <br /> Mayor Applikowski noted that the City should not move forward with the CRR agreement if we <br />. do not want to be a part of this agreement. <br />~ <br /> Councilmember Rem wondered why the Economic Development Commission (EDe) is <br /> reviewing the funding options for TCAAP and not the City Council. <br /> Community Development Director Clark stated that the EDC will be asked to investigate <br /> potential funding options for the TCAAP site. The original plan is to have the EDC spend a <br /> minimum of 12 hours researching this project. If would be difficult for City Council members to <br /> arrange 12 hours of their time to review this part of the project. The EDC is being utilized to <br /> complete the ground work for the City Council. <br /> The Economic Development Commission will review the following issues: <br /> . Potential Funding Options; <br /> . Review Similar Projects; <br /> . Review the Different Ranges of Financial Assistance Available; <br /> . Review the Potential Impact on Arden Hills. <br /> Councilmembers are always welcome to attend the EDC meetings. <br /> Mayor Aplikowski mentioned that there are numerous funding sources available for these types <br /> of proj ects. <br />. Members of the City Council agreed to discuss the six month extension of the TCAAP interim <br /> agreement at the next City Council meeting. <br />
