<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />MARCH 31, 2003 <br /> <br />5 <br /> <br />. <br /> <br />Mayor Aplikowski replied the Council had never intended for this project not be <br />completed. <br /> <br />Mr. Lindquist stated that Mayor Aplikowski had noted in that meeting that this <br />project would be put at the back of the project list, and would not be completed for <br />the next 20 years. <br /> <br />Mayor Aplikowski replied things had happened over the past two years. She <br />stated she had voted against the project two years ago, but it has been decided by <br />the Council that this project was in the best interest of the City. <br /> <br />Larrv Veenstra. 4440 Pleasant Drive. asked when the actual project would <br />begin. <br /> <br />. <br /> <br />Mr. Brown replied the City had submitted road construction plans to the State for <br />final approval and once the plans were approved, work would begin. <br /> <br />Michael Doodv. 1300 Inl!erson Road. stated the prime interest rate was 4.25 <br />percent and he requested the City revisit the interest rate it was charging. He <br />further stated no one was getting 6.5 percent interest in today's economy. He also <br />noted he and his neighbors were not being assessed at the same rate even though <br />they had the same square footage. He stated he thought he was paying for his 100 <br />feet twice, and they were being charged over $300 per square foot. He asked the <br />City look at this and make a fair assessment. <br /> <br />Sean McDonal!h. 4452 Pleasant Drive. stated his lot was 61 feet and he was <br />being assessed for 93 feet. He noted his lot was odd shaped. He asked how the <br />City could take into account his backyard to add to his assessable footage. He <br />asked what the proposed width and curb of the street was to be. He asked why the <br />City was using an assessment policy from 1990. He asked when the assessment <br />role was going to be adopted. He asked the City to look into the excessive interest <br />rate charge. <br /> <br />Mr. Brown replied Pleasant Drive would have a 6-inch curb and a 28-foot street <br />. width. <br />
