<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />AUGUST 25, 2003 <br /> <br />5 <br /> <br />candidate to take advantage of the favorable bid climate and utilize funds allocated <br />for lift station rehabilitation in 2003 and not encumbered by the Lift Station #2 <br />and #5 rehabilitation project. He indicated the estimated project cost for Lift <br />Station #7 was $110,000, which would be funded entirely by the City Sanitary <br />Sewer Utility. He stated the project is planned to be combined with the Karth <br />Lake Pumping Improvements for bidding with the intention of realizing some cost <br />savings through economy of scale. He noted the City Engineer recommended the <br />advertisement for construction bids for this station. <br /> <br />MOTION: Councilmember Grant moved and Councilmember Larson seconded a <br />motion to authorize to advertise for bids for Lift Station #7. The <br />motion carried unanimously (4-0). <br /> <br />B. Resolution No. 03-55: Authorizing the Creation of the Karth Lake <br />Improvement District & Set Public Hearing <br /> <br />Mr. Parrish stated consistent with previous Council's direction, the Resolution <br />approved the preliminary engineering study necessary to establish a Lake <br />Improvement District around Karth Lake. In addition, a date for the public <br />hearing to establish the district was also set. He noted it was necessary to give the <br />DNR 40 days notice prior to the public hearing creating the district. He indicated <br />to meet this deadline and still have the hearing on September 29, the engineering <br />report was forwarded to the DNR on August 20. He stated if all goes according to <br />plan, the district should be created and the bid for the project awarded at the <br />September 29 meeting. <br /> <br />Councilmember Larson asked what the lake level had dropped to since their last <br />discussion. Mr. Moore replied the lake was going down 1/l0th of an inch a day. <br /> <br />Councilmember Larson asked for clarification on the Lake Improvement <br />District's responsibilities and asked how long would the District last. Mr. Filla <br />replied the District would continue until Council decided it was no longer <br />necessary. <br /> <br />Councilmember Larson noted he hoped the District was disbanded once the <br />assessments were paid for. He stated he believed the City should not get involved <br />in trying to oversee the interest of the lakeshore property owners. He noted it was <br />better if the residents set up their own association and not the City. <br />
