<br /> ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br /> OCTOBER 27,2003 4 <br />. <br /> for Variance, to the November 10, 2003 Council Meeting at the request of <br /> applicant. The motion carried unanimously (5-0). <br /> B. Plannim!: Case No. 03-26: Ramsey County Public Works, 1425 W. <br /> Hiehway 96, Special Use Permit Amendment for Patrol Station <br /> Addition <br /> Mayor Aplikowski opened the public hearing at 7:27 p.m. <br /> Mr. Hellegers stated applicant was requesting a Special Use Pellllit Amendment <br /> for a Patrol Station Addition. He noted the Planning Commission had made a <br /> determination that in reviewing the proposed amendment to the Special Use <br /> Permit, the Commission consider the effect of the proposed use upon the health, <br /> safety, convenience and general welfare of the owners and occupants of <br /> surrounding land, in particular, and the community as a whole. In addition, that <br /> the facts and circumstances of the particular case warranted granting of the <br /> amendment to the Special Use Permit. He indicated the Planning Commission had <br />. approved the amendment with conditions as noted in staff's October 27, 2003 <br /> report. <br /> Councilmember Holden asked about the holding pond and what impact the SUP <br /> Amendment would have on it Mr. Hellegers replied the holding pond was <br /> designed to be larger than what was needed, therefore this project should not make <br /> an impact on the holding pond. <br /> Councilmember Larson expressed concern about the water patrol cold storage <br /> facility. He stated it would be difficult to screen, and the back side had no <br /> windows that faced onto the National Guard property. He asked why it could not <br /> be moved behind the cold storage on Highway 96, Mr. Hellegers replied part of <br /> the building was considered to be an alternate use and would not be constructed at <br /> this time, He indicated in the future, the National Guard had plans to place a <br /> building close to the property line and that was the reason they would not add <br /> screening along this building, <br /> Councilmember Larson asked why the building couldn't be located more to the <br />. north instead of along the property line. <br /> ----- <br />
