Hofer, Consultant Planner <br /> <br />SUBJECT: Planning Case #24-018 – Public Hearing Required <br />Applicant: Trident Development, LLC, Roger Fink <br />Property Location: 1700 Highway 96 West, <br />Request: Master Planned Unit Development, Final Planned Unit Development, <br />Conditional Use Permit, Site Plan Review, Final Plat, and Easement Vacation <br /> <br />Council Should Consider the Following: <br /> <br />Hold the required public hearing for Planning Case 24-018, an application from Roger Fink, of <br />Trident Development, LLC. (“The Applicant”) for a Master Planned Unit Development, Final <br />Planned Unit Development, Conditional Use Permit, Site Plan Review, Final Plat, and Easement <br />Vacation to subdivide and develop an approximately 41.10-acre property that currently contains a <br />place of worship at 1700 Highway 96 West (“Subject Property”). This approval would allow for <br />the construction of a 119-unit age restricted multiple family dwelling. The City Council will be <br />asked to make a formal decision regarding the application under Agenda Item 11A. <br /> <br />Background <br /> <br />1. Overview of Request <br /> <br />The Applicant has submitted a land use application for a Master Planned Unit Development <br />(PUD), Final Planned Unit Development, Conditional Use Permit, Site Plan Review, Final Plat, <br />and Easement Vacation to subdivide and develop an approximately 41.10 acre property that <br />currently contains a place of worship at 1700 Highway 96 West. North Heights Lutheran Church <br />currently owns the Subject Property and contains a single structure that acts as a House of Worship. <br />The property currently has split zoning with a majority of the site zoned R-1 Single Family <br />Residential District and the northwest of the parcel zoned B-1 Limited Business District. The <br />Subject Property is also within the Shoreland Overlay District based on its proximity to Round <br />Lake. <br /> <br />The proposed changes to the site would subdivide the property into two conforming lots, to <br />facilitate construction of a 162,819 square foot, 119-unit multiple family dwelling, and construct
