Public Works Director / City Engineer <br />SUBJECT: Complete Streets Policy <br />Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />•Resolution 2025-004 declaring that it is the City of Arden Hills’ policy to utilize <br />Complete Street principles in transportation planning and community design. <br />Background/Discussion <br />On June 24, 2024, the City Council reviewed the latest design estimates and status of funding sources <br />and gave direction to staff to pursue the MnDOT SRTS grant program again. On December 9, 2024, <br />City Council authorized Resolution 2024-058 to submit a MnDOT Safe Routes to School <br />Infrastructure grant application related to the proposed Old Highway 10 Trail Improvement project. <br />Through the MnDOT SRTS grant program application process last year, City Staff learned that the <br />scoring could be improved if the City had an official Complete Streets Policy. Resolution 2025-004 <br />declares that it is the City of Arden Hills’ policy to utilize Complete Street principles in <br />transportation planning and community design. <br />Complete Streets consist of the planning, scoping, design, construction, operation, and maintenance <br />of roads in order to reasonably address the safety and accessibility needs of users of all ages and <br />abilities. Complete streets consider the needs of motorists, pedestrians, transit users and vehicles, <br />bicyclists, and commercial and emergency vehicles moving along and across roads, intersections, and <br />crossings in a manner that is sensitive to the local context and recognizes that needs may vary <br />throughout the community. <br />Attachments <br />Attachment A - Resolution 2025-004
