'21t <br /> - DITEN HILLS <br /> Approved: January 13, 2025 <br /> CITY OF ARDEN HILLS, MINNESOTA <br /> REGULAR CITY COUNCIL MEETING <br /> DECEMBER 9,2024 <br /> 7:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br /> CALL TO ORDER/ROLL CALL <br /> Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City <br /> Council meeting at 7:00 p.m. <br /> Present: Mayor David Grant, Councilmembers, Brenda Holden, Tena Monson, Tom <br /> Fabel and Emily Rousseau <br /> Absent: None <br /> Also present: Interim City Administrator Jessica Jagoe; Public Works Director/City <br /> Engineer David Swearingen; Finance Director Joua Yang; and Assistant to the City <br /> Administrator/City Clerk Julie Hanson <br /> PLEDGE OF ALLEGIANCE <br /> 1. APPROVAL OF AGENDA <br /> Councilmember Holden requested Item 8L be pulled from the Consent Agenda for discussion as <br /> Item 9A. <br /> MOTION: Councilmember Monson moved and Councilmember Holden seconded a <br /> motion to approve the meeting agenda as amended. The motion carried (5-0). <br /> 2. TCAAP/RICE CREEK COMMONS UPDATE <br /> Interim City Administrator Jagoe stated the JDA met on December 2"d. County staff provided <br /> an update on the status of the PSA with Alatus. The original LOI from Alatus was presented to <br /> the County on July 31". Since that time, the County and Alatus have been exchanging comments, <br /> and the LOI was turned into a PSA as drafted by the County Attorney. During September and <br /> October, the County shared that they had not received comments back from Alatus on the PSA <br /> terms. Before Thanksgiving, the County requested from Alatus a schedule for achieving the <br /> milestones necessary to get to a Final Development Agreement by June 30, 2025, per the terms of <br /> the Preliminary Development Agreement. <br />
