Motion to Approve Resolution 2024-061 Approving Plans and Specifications and <br /> Ordering Advertisement for Bids— South Tower Improvement Project <br /> MOTION: Councilmember Monson moved and Councilmember Holden seconded a <br /> motion to approve the Consent Calendar as amended and to authorize <br /> execution of all necessary documents contained therein. The motion carried <br /> (5-0). <br /> 9. PULLED CONSENT ITEMS <br /> A. Motion to Approve Agreement for Professional Services for Public Works <br /> Support Services—Engineering, Parks,MS4 and GIS—Bolton & Menk <br /> Councilmember Holden recommended the budget be passed prior to this item being considered. <br /> She suggested this item be moved to Unfinished Business. <br /> Mayor Grant noted the Council had already approved the agenda and items are not typically <br /> moved after the agenda was approved. <br /> Councilmember Holden commented she could move to table action on this item. <br /> MOTION: Councilmember Holden moved and Mayor Grant seconded a motion to table <br /> action on this item. The motion carried 3-2 (Councilmembers Fabel and <br /> Rousseau opposed). <br /> 10. PUBLIC HEARINGS <br /> A. Truth-in-Taxation Hearing <br /> Finance Director Yang provided the Council with a presentation on the 2025 budget and tax <br /> levy. She explained budget discussions were held with the Council in August and September. <br /> Council adopted a maximum tax levy increase of 15.50% on September 23, 2024. Another budget <br /> workshop was held with the Council on November 12, 2024. She described why tax bills change <br /> for property owners. She provided a summary of the General Fund budget and reviewed the <br /> revenues and expenditures in further detail. She reviewed the City's past tax levies and discussed <br />
