Parks, Trails & Recreation Committee – December 17, 2024 Page 10 <br /> <br /> <br />Chair Anderson believes the draft is specific to PTRC but she is aware that the eventual goal <br />would be to have a Code of Conduct that covers all of them. <br /> <br />Council Liaison Rousseau said there is a gap for code of conduct, as well as the process for <br />committee and commission members to follow if there is an issue. She asked one person from <br />each committee and commission to provide additional feedback. Legal has looked at it. It has <br />been sitting there for months waiting for it to be scheduled for a work session. <br /> <br />Chair Anderson asked if it would be beneficial for PTRC to have one specific to this <br />committee, outside of the general one. <br /> <br />Council Liaison Rousseau can bring it to Council. She could say PTRC has been waiting for a <br />year for Council to put a code of conduct in place and that PTRC has moved forward with <br />adopting their own code of conduct. She could ask if Council would prefer to put in place their <br />own code of conduct that would supersede that one. <br /> <br />Committee Member Olson thinks that is a good idea. The biggest piece is what are the next <br />steps. If someone isn’t following the code of conduct, what do we do. She wondered where it <br />goes after you report it. <br /> <br />Council Liaison Rousseau said she and Mayor Grant would take it to the Personnel <br />Committee. The committee would decide if the issue can be addressed then and there, or if it <br />should be heard before the full council. She will forward the draft that she has. <br /> <br />MOTION: Committee Member Olson moved and Committee Member Johnson seconded a <br />motion to table the Behavioral Code of Conduct until the January meeting. The motion <br />carried (10-0). <br /> <br />B. Chair Discussion <br /> <br />Chair Anderson asked if anyone was interested in the PTRC Chair position. <br /> <br />Council Liaison Rousseau asked if there are two people willing to partner up. <br /> <br />Chair Anderson said the role of being Chair doesn’t take a lot of additional time. There are <br />committee members who are dedicating much more time to their various projects than what the <br />Chair position is. She is not continuing in the role because of changes in her personal life. The <br />time commitment isn’t the issue. <br /> <br />Recreation Supervisor Johnson said Staff puts the agenda packets together. The chair would <br />just need to forward the information to Staff, when a PTRC member sends their individual <br />information to the Chair. <br />
