Parks, Trails & Recreation Committee – December 17, 2024 Page 2 <br /> <br />Chair Anderson said she has enjoyed serving the committee for six years. She just needs to find <br />balance. She is open to getting involved again, in the future. <br /> <br />Councilmember Jacobson said serving for six years is a big commitment. Being the Chair is a <br />lot of extra work. Her service is appreciated. <br /> <br />Council Liaison Rousseau said next year the Council Liaison for the PTRC will be <br />Councilmember Holden. She has a great wealth of knowledge about the City. There have been <br />some issues where she has been a little terse with some committees and commissions. Her hope is <br />Council will put a code of conduct into place next year. Councilmember Elect Weber has <br />watched some of the meetings, prior to being elected and she hopes he will move with some <br />urgency on this. <br /> <br />Council Liaison Rousseau said Council approved a 13.5% levy. One or two of the Council <br />Members wanted to delay the Parks Manager position until June and wanted to put the Park Master <br />Plan off until 2026. The Council was aware of the PTRC’s recommendation. New information was <br />brought to the full Council regarding Hazelnut parking lot. The details will be hashed out in <br />January. It is not clear what will happen there. The initial plan had $315,000 in the budget for that <br />project. The amount was cut to $100,000 or less. She doesn’t know what the means for the future <br />parking lot. The decision was made to continue with the Parks Master Plan at $75,000. Public <br />Works Director/City Engineer Swearingen had identified $100,000 as the need to accomplish <br />what we want to do with that. The Parks Manager position will start in March. The levy amount is <br />equal to $15.50/month per household. <br /> <br />Council Liaison Rousseau said Public Works Director/City Engineer Swearingen will start to <br />have discussions at Work Sessions where he can begin talking about a consultant. Then possibly <br />have that consultant attend the February PTRC Meeting. The PTRC can start to build priorities <br />around what is on that Master Plan. <br /> <br />Committee Member Olson asked if Council Liaison Rousseau had any feedback on how the <br />PTRC goals presentation to Council went. <br /> <br />Council Liaison Rousseau didn’t hear anything. She wondered if there was a particular area <br />where there was concern. <br /> <br />Chair Anderson updated that Councilmember Holden had mentioned focusing on the <br />Recreation part of PTRC. She thinks the PTRC can explore that. There are some challenges <br />surrounding budgeting and staffing. She thinks PTRC hasn’t discussed that very much because <br />they are aware there is no money, and Staff is limited. That makes it more difficult to implement <br />anything. <br /> <br />Council Liaison Rousseau said no other Councilmembers have echoed that concern regarding <br />recreation. <br /> <br />Chair Anderson doesn’t think anyone is opposed to it; it would just be nice to have some direction <br />from Council on what that looks like. She said since COVID, staffing and participation in the <br />programming has changed. She said they talked quite a bit about the Parks Master Plan. There <br />weren’t any strong objections to anything they discussed. <br />
