Parks, Trails & Recreation Committee – December 17, 2024 Page 6 <br /> <br />Chair Anderson said that would be a question for the entire group. She asked members if they <br />want to continue with the work groups. Is there anything Committee Members would like to be <br />done differently next year. She thought the works groups were helpful but wondered if there is a <br />more effective approach. <br /> <br />Committee Member Jacobson thought the work groups were very helpful. They identified a goal <br />and worked with the City to get the information needed. They were surprised at how few rain <br />gardens there are outside of her own neighborhood. There are about 50 rain gardens in Arden Hills. <br /> <br />Chair Anderson asked if they are primarily in Committee Member Jacobson’s neighborhood. <br /> <br />Committee Member Jacobson said there are some other neighborhoods that have some. <br /> <br />Discussion ensued regarding the areas where rain gardens are. It’s tied to the watershed. <br /> <br />Committee Member Jacobson said that Public Works Director/City Engineer Swearingen <br />shared that the neighborhood she lives in is an older part of Arden Hills. When the streets had to <br />be redone, they were done at a time when there were requirements for Arden Hills to provide best <br />management practices for stormwater. They got credits for having rain gardens, so they were <br />advocating for them. She thought it was helpful to work with that work group. She would like to <br />identify more work groups for the upcoming year. <br /> <br />Committee Member Johnson would like to plan luminary and wants to stay in that work group. <br /> <br />Council Liaison Rousseau said the biggest concern is making sure there is not quorum. <br /> <br />Committee Member Johnson said she doesn’t want to overstep her bounds. If she is supposed to <br />work on rain gardens, is it okay for her to work on something else? <br /> <br />Council Liaison Rousseau said as long as there is four or fewer people at a meeting or on an <br />email, it’s okay. After Youth Committee Member Acosta’s term ends in August, it would need <br />to be three or fewer, if no one else joins the committee. <br /> <br />Chair Anderson said maybe PTRC doesn’t want to have broad categories. Maybe members can <br />choose which goals interest them. <br /> <br />Committee Member Jacobson doesn’t think it needs to be fixed. There is nothing more for her <br />work group to do on rain gardens. She said community events are on the list. <br /> <br />Committee Member Johnson said she doesn’t need help planning the event. She’s happy to do <br />it. <br /> <br />Chair Anderson asked if she is hoping to make it a City event. <br /> <br />Committee Member Johnson said maybe someday. For 2025 it would be structured the same as <br />previous years. <br /> <br />Chair Anderson said PTRC can look at the work group lists and the Work Plan.
