Parks, Trails & Recreation Committee – December 17, 2024 Page 8 <br /> <br />Committee Member Johnson said Lindy’s roundabout is full of trash and it looks horrible. She <br />said the Ramsey County website has a place where you can put in a complaint. She thinks if more <br />than one person complains they may have a better chance at the County resolving the issue. <br /> <br />Chair Anderson said this was discussed at the Work Session. The Council agrees it’s a mess but <br />it is not the City’s issue to resolve. It’s a County roundabout. The item is on the PTRC list so <br />members can monitor and communicate with community members about who is responsible for <br />this location and how they can advocate for change. The Council is not the place for that; not <br />because they don’t want to. It’s outside their scope to make any change. <br /> <br />Committee Member Jacobson said maybe that could be a small work group who keeps in contact <br />with Ramsey County and keeps on them until they implement a change. That may be more <br />effective than complaints through the web site. Direct communication may help get to come <br />concrete answers. She would be willing to be in a focused work group like that. <br /> <br />Committee Member Johnson said there are residents who are hyper focused on this. <br /> <br />Committee Member Jacobson would like to learn the status of individual neighborhoods. Her <br />neighborhood is landlocked. There are not trails. There is a dirt trail along the high-speed highway. <br />She would like to focus on why there isn’t a trail there, just for safety reasons. Cars go by at 70 <br />mph. There is no way for residents in her neighborhood to walk out of their neighborhood. They <br />have to drive to another location to walk. <br /> <br />Chair Anderson walks that area. She and a friend had discussed the possibility of boardwalk <br />portions through the marsh area that could meet up with Johanna Marsh Park, without having to <br />go to that corner. That would make it safer. When you get off the dirt trail and into the <br />neighborhood it’s dangerous. Instead of going all the way down to that corner, there could be a <br />cut-through to Lake Johanna Marsh Park. She said there is one in Roseville. <br /> <br />Committee Member Jacobson said that is a good thought. She was thinking about a trail that <br />would take you all the way to Lydia, not just Glen Hill. <br /> <br />Committee Member Johnson said Roseville is interested in that. <br /> <br />Chair Anderson said it sounds like Committee Member Jacobson wants to be involved in <br />identifying future trail projects. <br /> <br />Committee Member Jacobson confirmed. Along with Freeway Park and Lindy’s roundabout. <br /> <br />Committee Member Loosbrock said Public Works have said they would be supportive of having <br />a plan for planting at Cummings Park, if PTRC approved it. She was hesitant to do that because <br />the invasive species need to be dealt with first. If she knows there is a plan to deal with the <br />invasives, she would be willing to put together a planting plan for the fall. <br /> <br />Recreation Supervisor Johnson will ask Staff. <br /> <br />Council Liaison Rousseau asked what if the City isn’t going to deal with that. <br /> <br />Committee Member Loosbrock said it will have to wait until later.
