Mr. Brown reviewcd the schedule of the 2000 Street Improvement Project. He stated that an informational meeting had been held on November 29, 1999 and the public hearing was being held this evening. If the City chooses to move forward with the project, the design period will run from January to April of2000. The assessment hearing would be held at the end of the design process in April or May of 2000. Bids would be opened in June or July of 2000 and construction would begin in September or October of2000. . Councilmember Larson stated that he had a number questions to ask. However, he did not want to delay to public comments and suggested that the Council comments be made after the public hearing. Mr. Tom Lynch, 3220 North Hamline A venue, stated that he had been asked by the neighborhood committee to read a statement to the City CounciL Mayor Probst stated that a number ofresidents had signed up to speak this evening and suggested that these people be allowed to speak first. An audience member stated that a list of speakers with specific presentations had been provided to the City statf He asked that this list be followed first to allow the intormation to be presented in an organized manner. Mr. Tom Lynch read a letter to the Council that was entered into the record. Mr. Tom Lynch stated that the residents had specific issues they would like to address, beginning with Ally Biggs. Mayor Probst asked how many people were planning to present statements to the City CounciL Ms. Swanson stated that the City staff had the list of residents prepared to make presentations. Mayor Probst asked that, if there were any residents wishing to address the Council who will have to leave the meeting early, they be allowed to speak first. . Mr. Brian Turnquist, 1302 Cannon Avenue, spoke against the project related to standard street width requirements.
