Mr. Brown stated that the requirements for State Aid funds were for a <br />minimum width of 28 feet with no on street parking allowed, Councilmember Aplikowski noted <br />that the primary reason the residents objected to the widening ofIngerson Avenue was because <br />they were concerned that this would increase the speed of traffic, It was her belief that the <br />widening of the road would not make a difference in how much people speed. She stated that <br />people are driving faster because they are in a hurry, She suggested that the City Engineer <br />consider the widening ofIngerson Avenue and Hamline Avenue only, Mr, Brown stated that if <br />Ingerson Avenue and Hamline Avenue were the only roads that are widened, the project would <br />realize an overall savings of approximately $80,000, Mayor Probst noted that the assessment <br />rate has historically been based on a 32 foot road, <br /> <br />Mayor Probst suggested that the City Council not make a final decision on this project this <br />evening and that the discussions be carried over to the January 31, 2000 Council meeting, Mr. <br />Lynch noted that the City Council would be reviewing a Planning Case for Bethel College at the <br />January 31, 2000 Council meeting, which could involve a great deal of discussion, <br /> <br />Mayor Probst agreed that there may be a number of residents at the next Council meeting to <br />discuss the Bethel College proposal. He felt that the City Council needed to take some time to <br />think about the Ingerson neighborhood reconstruction project, however, he did not want to delay <br />the decision making indefinitely, Councilmember Larson stated that, although the Bethel <br />College proposal discussions may be lengthy, he believed that tllere would still be enough time <br />to discuss the Ingerson neighborhood project. <br /> <br />MOTION: <br /> <br />Councilmember Aplikowski moved and Councilmember Larson seconded a <br />motion to postpone action on the Ingerson neighborhood reconstruction project <br />until the January 31, 2000 City Council meeting, <br /> <br />Councilmember Grant asked if the January 31, 2000 City Council meeting would begin at the <br />regular time, Mayor Probst suggested that the meeting be scheduled to begin at 7:30 p.m. If the <br />City staff finds that there was enough on the agenda to justify an earlier start time, a mailing can <br />be made to announce this, <br /> <br />The motion carried unanimously (5-0), <br /> <br />Councilmember Larson asked if there was the leeway of another week for the City Council to <br />make a decision on the Bethel College project. Mr. Lynch stated that he did not believe that the <br />Council would have an additional week to make this decision, <br />
