<br />ARDEN HILLS CITY COUNCIL - JANUARY 31, 2000 <br /> <br />21 <br /> <br />. <br /> <br />Council member Aplikowski restated her motion and suggested the addition of condition number <br />12 stating that final approval would not be granted until the Ramsey County plans for the <br />intersection and roadway are made clear, Mayor Probst stated that when a motion is approved <br />the entire project is approved, <br /> <br />Council member Larson stated that he would welcome a delay in order to allow Ramsey County <br />to discuss with the City the proposed pedestrian crossing and whether anything can be done to <br />make it safer. He asked the applicant if a delay of two weeks would be acceptable, Mr. Kunkel <br />stated that it would be, providing a decision is made within two weeks, <br /> <br />Councilmember Aplikowski withdrew her motion to approve Planing Case #00-01, <br />Councilmember Larson concurred, <br /> <br />MOTION: <br /> <br />Councilmember Larson moved and Councilmember Grant seconded a motion to <br />postpone action on Planning Case #00-01, Special Use Permit amendment <br />(updating the Master Plan) and Site Plan Review (for the park facility) until the <br />February 14,2000 regular City Council meeting, pending consultation with <br />Ramsey County regarding the concerns surrounding the pedestrian crosswalk at <br />the intersection of Bethel Drive and Old Snelling Avenue, The motion carried (4- <br />1, Councilmember Aplikowski opposed), <br /> <br />. <br /> <br />Mayor Probst asked that Mr. Soler be asked to attend the City Council meeting and to provide a <br />graphic depicting their intentions for the restriping of Old Snelling Avenue, from the railroad <br />bridge to County Road E2. <br /> <br />2. Case #00-03, James Moberg, 3355 Lake Johanna Boulevard, Front Yard <br />Setback Variance <br /> <br />Ms, Randall explained that the applicant was requesting approval of a front yard setback variance <br />(18 feet proposed, when 40 feet is required) for an addition to a Single-Family lot zoned R-2. <br />The applicant currently has an existing home and garage on the property, The applicant was <br />proposing a 605 square foot porch and 1,165 square foot home addition to the existing 1,061 <br />square foot home, The applicant has evaluated other locations for the addition; however, they <br />believe this location is the only place they can add to the home with minimal impact. <br /> <br />The parcel is 150 feet by 150 feet According to the Zoning Ordinance, the front yard on a <br />corner lot is determined by the shorter of the two sides, In the case of a square corner lot, the <br />Zoning Administrator determines the front and corner side, Staff has deternlined Stowe Avenue <br />to be the front and Lake Johanna Boulevard to be the corner side for this parcel, The existing <br />home meets the required 40-foot corner side yard setback. The existing house is currently built <br />within the 40 foot front yard setback making any addition to the home require a variance. <br /> <br />. <br /> <br />The applicant plans to demolish the existing garage and build a new detached garage farther <br />back, meeting all the setback requirements, The existing home and garage currently have an <br />eight foot front yard setback from the front property line, The proposed addition would start 18 <br />feet from the front property line, <br />
