He <br />added the school does not generate any property tax revenue, and the high school serves many <br />other communities. He noted the City would not be undertaking this project ifthe school were <br />not being improved. He expressed doubt that City tax dollars should be spent on this project. <br /> <br />Mayor Probst stated the City would normally provide a water service to any entity. He added the <br />proposal is a reasonable one. <br /> <br />Council member Rem stated the project is a good opportunity for the City, and seems sensible. <br /> <br />Council member Grant stated he would support the water main line from Gramsie Road, and the <br />funding of the portion from Gramsie Road to the property line. <br /> <br />Councilmember Aplikowski stated she would wish to see the City share the cost of acquiring the <br />easements, representing compromise on both sides. <br /> <br />Mr. Lynch expressed concern that the whole system be implemented at the same time, since <br />without a contract there would be no way to force the School District to make the connection. <br />He added it will be necessary to ensure that the project is completed as a loop. <br /> <br />Mayor Probst agreed that a reimbursement agreement requiring the School District to complete <br />their portion would be sensible. <br /> <br />Mr. Stafford stated that itemized bids could be written in such a way to separate the easement <br />portion from the rest of the project, thus leaving the City responsible only for the agreed upon <br />portion. <br /> <br />Councilmember Rem asked why additional easement must be purchased. Mr. Stafford stated the <br />existing easement is not sufficiently wide and additional easement is required. <br /> <br />Councilmember Larson stated he is unclear as to how much the project will cost. Mr. Stafford <br />stated a figure of $2 per square foot was used to calculate easement acquisition, for a total of <br />$6,000 for 3,000 square feet. He added that pipe is approximately $25 per foot for an <br />approximate total of $20-25,000 with restoration. <br /> <br />MOTION: <br /> <br />Councilmember Rem moved and Councilmember Aplikowski seconded a motion <br />to authorize City staff to cooperate with the School District in drafting an <br />agreement for sharing ofthe project. Voting on the motion: Probst, Grant, <br />Aplikowski and Rem voted aye. Larson voted nay. The motion carried (4-1). <br /> <br />4. Case #00-19, Front Yard Setback Variance, Jeff LaNassa, 3153 Shoreline Lane <br /> <br />Mr. Lynch explained that the applicant is requesting approval of a front yard setback variance <br />(27 square feet proposed, when 40 feet is required) for an addition and two car garage on a <br />single-family lot zoned R-2, <br />
