The applicant is proposing to <br />eliminate one of the access points. The campus currently has one main loop for busses and cars <br />for drop off and pick up of students, The proposed plan would modifY this, creating a separate <br />loop for bus traffic and car traffic. They are also proposing an emergency vehicle drive looping <br />entirely around the school. <br /> <br />The applicant proposes to remove the baseball field and add three full-sized soccer fields and one <br />practice field. The baseball field will not be relocated on this site. <br /> <br />City ordinance requires one (1) parking space for each school employee as well as one (1) space <br />per four (4) students. The site should have a total of 689 parking spaces, according to school <br />enrollment. They are currently under the required number of parking spaces. <br /> <br />Staff has had several problems with parking around the school. There are "No Parking" signs in <br />several areas. The Public Works Director has responded to the problems created by students' <br />parking on public streets around the school. <br /> <br />The number of parking spaces on site determines the amount of handicapped parking required. <br />The school currently has 16 handicapped parking spaces. The proposed plan shows 474 parking <br />spaces, and 9 handicapped spaces would be required. The applicant is proposing a total of 12 <br />handicapped spaces. This meets the amount of handicapped parking required; however, the <br />school should have 663 parking spaces, thus requiring 14 handicapped parking spaces. <br /> <br />According to zoning ordinance, all fixtures must direct light away from adjoining lots and public <br />streets, the source of illumination must be concealed, and the fixtures must not cast light that <br />exceeds one foot candle on adjoining property. The proposed lighting plan meets these <br />requirements. <br /> <br />It has recently been brought to Staffs attention that several residents have concerns with regard <br />to the lights installed last fall on the south side ofthe parking lot. The lights were approved by <br />Staff with the stipulation that they meet the lighting ordinance. <br /> <br />It is Staffs understanding that one of the concerns includes the color ofthc lighting. The new <br />lights are white, and lighting in the past has been yellow. We do not currently have color <br />restrictions for lighting. It is Staffs understanding that some of the existing lights are on timers <br />Staff recommends that all lighting (with the exception of security lighting) be on timers to be <br />shut off by 10:00 p.m., unless there is a school event which is later than 10:00 p.m. <br /> <br />The applicant has made several modifications to the proposed plan presented to the Planning <br />Commission, Some ofthe items include turn-a-round areas requested by the Fire Inspector, <br />reduction in the building addition in two locations, and the addition of29 parking spaces. <br /> <br />The Planning Commission recommended the proposed plan be reconfigured for a zero loss in <br />parking from the current number of parking spaces located on the property. The applicant has <br />modified the proposed plan to add parking showing five additional spaces to the existing parking. <br />
