<br />ARDEN HILLS CITY COUNCIL, SEPTEMBER 11, 2000 <br /> <br />16 <br /> <br />possibility, the elevation of the wetland is generally one foot above the level ofthe lake, He <br />e stated that the intent is to filter the water as many times as possible before it reaches the lake. <br /> <br />An audience member stated that, as Co,Chair of the Lake Josephine Hills Association, he would <br />prefer a holding pond, not a channeL <br /> <br />Mr. Brown presented the Hamline ponding area considerations and options as being permanent <br />ponding west ofIngerson Road, permanent ponding east of Ham line Avenue, or to do nothing. <br />Staff recommends some permanent ponding be created near the western end of Ingerson Road <br />with possible modifications to the existing wetland east of Hamline Avenue, Again, affected <br />landowners need to be a part of the design process, The Task Force was split on the pond issue <br />with four people against the ponds and three people for the ponds. <br /> <br />An audience member asked if a pond could be added to the other side of Snelling Avenue, Mr. <br />Brown stated that it would be difficult to run pipes to this location, Additionally, that <br />neighborhood does not have a water treatment area at this time and that area would be the logical <br />location for that neighborhood, <br /> <br />An audience member asked if the existing wetland will have to be dredged, Mr. Brown stated <br />that this was not proposed, however, this issue would be discussed with the Rice Creek <br />Watershed District and he felt that the wetland may be dredged once, <br /> <br />e <br /> <br />An audience member requested confumation that the proposal was moving away from a large <br />holding pond. Mr. Brown stated that this was correct. <br /> <br />Mayor Probst suggested that the Councilmembers review the recommendations and provide <br />direction to the City Engineer on how to move forward with a revised feasibility study, He <br />suggested that the discussions begin with the issue of street widths, <br /> <br />Councilmember Aplikowski stated that she was still willing to support the recommendation to <br />not change the existing "vidths of the streets. She cautioned, however, that there will be <br />conditions related to this in the future, <br /> <br />COlillcilmember Grant noted that the current widths of the streets will qualify tlle project for <br />MSA funding and he did not see any reason to widen any of them, He noted that other streets in <br />the City have recently been constructed to widths narrower than 32 feet. <br /> <br />Councilmember Larson stated that the original feasibility study had recommended 32-foot wide <br />streets because this was the new City standard, He stated that the Council must decide if this <br />standard should apply to all areas within the City. However, the City Staff and the review group <br />had both recommended street widths other than the 32-foot standard, He acknowledged that at <br />times, it may be appropriate to deviate from the standard and he was willing to agree with the <br />Staff recommendations. <br /> <br />, <br /> <br />Councilmember Larson stated that a 28,foot width would be acceptable for Fernwood Court and <br />Ingerson Court. However, he felt that Hamline A venue and Ingerson Road should be widened, <br />
