<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL, SEPTEMBER 11, 2000 <br /> <br />8 <br /> <br />were received and the low bid was from Dave Perkins Contracting, Inc. in the total amount of <br />$227,347,00, All bids included a 10 percent bond as required by the Project Manual and were <br />verified as correct Northdale Construction submitted a late bid, which was returned to <br />Northdale unopened. <br /> <br />Mr. Brown stated that the Engineer's estimate for the work was $232,792.00. All bids were <br />within two percent of the Engineer's estimate, The low bidder, Dave Perkins Contracting, has <br />completed private projects which connected to public utilities in Arden Hills and has done a <br />satisfactory job. Mr. Brown was confident that Dave Perkins Contracting, Inc. was capable of <br />successfully completing this project <br /> <br />The City Engineer recommended the award of the Old Highway 10 Watermain Improvements <br />and Arden Manor Park Improvements project to Dave Perkins Contracting, Inc, for the total <br />amount of$227,347,OO, <br /> <br />Mayor Probst asked how these projects had been budgeted, Mr. Lynch explained that these <br />projects will be paid by the grant money received from Ramsey County. Mr. Brown believed <br />that the total of the grants was approximately $250,000. <br /> <br />MOTION: <br /> <br />Councilmember Grant moved and Councilmember Aplikowski seconded a motion <br />to award the Old Highway 10 Watermain Improvements and Arden Manor Park <br />Improvements projects to Dave Perkins Contracting, Inc, for the total amount of <br />$227,347,00, The motion carried unanimously (5,0). <br /> <br />Councilmember Aplikowski requested confirmation that it was a City policy to always award <br />projects to the low bidder. Mayor Probst stated that this was a State law requirement. <br /> <br />Councilmember Aplikowski asked if the City can reject a low bid if, per the City Engineer's <br />recommendation, the contractor has performed less than quality work in the past. Mr. Brown <br />stated that the City Engineer could recommend a bidder other than the low bid according to the <br />low bidder's work history, However, he stated that this decision could be challenged in Court. <br /> <br />A. Hunters Park Apartments Representative <br /> <br />Mr. Lynch noted that the Council had been provided with a memorandum from the City Planner <br />regarding a history of the request by the Hunter's Park Apartments residents and an overview of <br />the City's options, <br /> <br />Mr. Lynch stated that, unless the City Council wants to get into the housing business, there was <br />very little that the City of Arden Hills can do in this situation, However, he stated that the City <br />Council could encourage solutions such as the potential for owner purchase or to determine if <br />there is a resource for identification of third parties that may be interested in purchasing the <br />building, <br />
