PROJECT NARRATIVE <br />Ryan Companies is pleased to present the attached Sketch/Concept <br />Plan to gather feedback and evaluate the JDA’s willingness to support <br />this transformative project. With a targeted groundbreaking of April <br />1, 2025, time is critical for both Ryan Companies and the confidential <br />tenant to gain clarity on the JDA’s support for moving forward. <br /> <br />The proposed project is approximately 157,000 SF build-to-suit <br />facility for a well-established, local advanced technology company <br />specializing in technology manufacturing, research and development, <br />and advanced technology testing. While a Non-Disclosure Agreement <br />currently prevents us from disclosing the tenant’s name, we can <br />confirm that the company provides over 240 high-quality jobs, offers <br />competitive wages and benefits, and anticipates more than 20% <br />growth in the next five years. Additionally, this project will generate <br />hundreds of construction jobs during its execution. <br /> <br />The TRC Zoning for Rice Creek Commons identifies seven zoning <br />codes, with the “Thumb Parcel” (recently branded as “Outlot A”) <br />designated as Campus Commercial. This project aligns seamlessly <br />with the job-creation goals for Outlot A and reflects Ryan’s original <br />vision for the site, which was unanimously approved by the JDA last <br />year. By revisiting our selected proposal for Outlot A, you will find that <br />this project integrates exceptionally well with the master plan and fulfills <br />the intended purpose of the parcel. <br /> <br />The TCAAP Redevelopment Code (TRC) was designed to bring the <br />vision of a walkable, mixed-use, resilient, and vibrant development to <br />life. Such developments thrive by integrating spaces for living, working, <br />and recreation. Outlot A serves as the primary job generator within <br />the Rice Creek Commons development, and Ryan Companies is <br />committed to delivering on this promise to create opportunities on <br />the “Thumb Parcel.” Simply put, Rice Creek Commons cannot flourish <br />without the jobs that this project will deliver. The TRC emphasizes <br />its goals of fostering creativity and reducing overregulation while <br />supporting a framework for impactful development. Specifically, it <br />aspires to: <br /> <br />Create jobs and stimulate economic growth within market realities <br />Does this project align with current market demands? <br /> <br />Develop a regulatory process that saves time for developers <br />Is a two-step JDA process applicable here? <br /> <br />Ensure predictability for developers <br />Will this project signal to the market that Rice Creek Commons is <br />“Open for Business”? <br /> <br />Provide a natural resources corridor <br />How will regional ponding, greenspaces, and walkable trail <br />connectivity be incorporated? <br /> <br />This project aligns with the TRC’s stated goals, fulfills the vision <br />of Outlot A as a “job center,” and reinforces the shared ambition <br />of creating a vibrant Rice Creek Commons. It also sends a clear <br />message to the city, county, state, and region: Rice Creek Commons is <br />now “Open for Business.” <br /> <br />With the groundbreaking date fast approaching, we look forward to <br />the JDA’s feedback and its commitment to supporting this significant <br />endeavor.
