Ordinance No. 00-322, Amending Ordinance No. 291, thc City of Arden Hills' <br /> Zoning Ordinancc <br /> Ms, Chaput eXplained that ajoint worksession was held between the Planning Commission and <br /> City Council to discuss the proposed zoning amendments that failed from Planning Case #00-0 I, <br /> Since action had already been taken on these items at a previous Council meeting, another public <br /> hearing was held by the Planning Commission on November 1,2000, <br /> Ms, Chaput presented the proposed ordnance amendments by reading the new definitions of <br /> Dwelling, Dwelling Unit, Family, and Household, noting that each has been amended to make <br /> sense together. The Family definition had come up because of complaints that homes are <br /> . becoming dormitories, which raises related issues (i,e" parking, noise, trash, etc.), <br /> Ms, Chaput stated that the Planning Commission recommends approval of the proposed changes <br /> to the Zoning Ordinance, as outlined in tlle "Proposed Amendments" section of the staff <br /> memorandum dated November 2, 2000, <br /> Councilmember Aplikowski asked about group homes, Ms, Chaput stated that is a separate <br /> definition, <br /> Councilmember Aplikowski asked about the number of complaints received, Ms. Chaput stated <br /> she has received calls on two specific homes and there is the possibility of another opening up, <br /> She noted they do not keep records on all the complaints, but they do get quite a few. She added <br /> the issue came up because they were receiving a lot of calls on the Cleveland A venue home, <br /> Ms, Chaput explained the driveway specifications, She stated it is specifically to address parking <br /> locations on the property. She noted there have been problems with people parking on the grass, <br /> She read the construction standards, the driveway section, the section on proximity to lot lines, <br /> and the section on driveway access to the street. It was noted no more than three vehicles may be <br /> parked on the driveway. <br /> Councilmember Aplikowski asked about driveways, which are currently Class 5, Ms, Chaput <br /> . stated existing driveways would remain the same unless there are major changes or the location <br /> is changed. She noted it would put regulations on new driveways and could stop single family <br /> homes from becoming dormitories, <br />
