ARDEN HILLS CITY COUNCIL — JANUARY 13, 2025 18 <br />Mr. Fink indicated he recently completed a housing project in Chaska with 112 units and he was <br />required to have two EV charging stations which would provide four charging spots in the <br />parking lot. <br />Councilmember Holden questioned what the possibility was for getting a small play structure <br />included in the development for grandchildren to play on. <br />Mr. Fink anticipated he could come to some sort of an agreement on a play structure for this <br />development. <br />Councilmember Holden requested further information regarding the security system that would <br />be in place. <br />Planning Consultant Hofer stated the conditional use permit has specific standards that have to <br />be met or reviewed and the standards within the code that describe the security plan do not set <br />specific metrics to be met. Therefore, staff could not determine if the plans were sufficient. <br />Interim City Administrator Jagoe commented the City Council could add a condition requiring <br />the applicant to provide a security plan prior to the issuance of a building permit. She explained <br />City Code states a security plan shall be submitted at the time of the development proposal, <br />subject to approval of the Ramsey County Sheriff s Department. <br />Mr. Fink indicated this was a request he was unfamiliar with. He explained he provided his <br />security measures and noted he could work with the Sheriff's Department on this matter. <br />Councilmember Holden questioned if the brick would have mortar. <br />Mr. Fink reported the brick product was a thin brick that was applied with an adhesive on the <br />exterior of the building and in between each brick was a grout product. <br />Councilmember Holden addressed the pork chop. She questioned how the proposed traffic plan <br />would keep people from taking a right hand turn out of the underground parking lot. She inquired <br />if there was more the City could do to address the traffic safety concerns. <br />Public Works Director/City Engineer Swearingen indicated he could further review the <br />geometry to ensure the allowed turning movements were more apparent. <br />Councilmember Holden recommended a condition be added to require the applicant to work <br />with the City Engineer on the egress/ingress points from the parking garage. <br />Mr. Fink stated the proposed renderings were an artistic depiction and were not the engineered <br />plans. He commented on how the right hand motion may be necessary in order to allow residents <br />to take a right hand turn out of the underground parking lot. He suggested the restriction of traffic <br />out onto Snelling Avenue be managed in another manner. <br />Councilmember Holden agreed, but noted she was worried about cars driving through the <br />church parking lot in order to reach Snelling Avenue. <br />
