After discussion, thlli Counc II directed Clerk Administrator to write to the Highway Department Informing them that the Arden Hills CouncIl does not desire to have the Intersectfon at T.H, 51 end Hamllne Avenue signalized, but would like to have signals Installcd at the Intersection of Snelling Avenue !Ind Lydia. Tho Coune II further asked that If the Highway Depart- ment makes future traffic counts rehtlve to the problem, that they be made on the vicinity of old Snelling Avenue and T .H. 51 and ~Nd+ at Highway 51 near Bethel College. They asked that the speed limit be reduced on T.H. 51 In this vicinity. Youth Services Bureau Mayor Crepeau reported notification from the Village of Mounds View that they do not Intend to partlclpete in the Youth Services Bureau program In 1973. Glenn Beggln, Chairman fo the Board of Directors, presented the Council with an oral report concerning the prograM, and the activities of the program director. The Council Indicated to Mr. 8eggln that a written report on the matter would be desirable. Federa I Revenue Sharln!l Meyor Crepeau reported a letter from Governor Anderson, dated Oct. 4, 1972, whiCh briefly outlined procedure and distribution of federal revenue sharing funds for the State of Minnesota. The Governor asked . thet counties and municipalities In 1973 follow these principles when sucn funds are received: A. Property taxes will not be Increased. In those Instences where there has been an Increase In the tax base because of revaluation, thel~ should be a corresponding reduction in roi II rete. B. The 1912 revenue sharing funds should be used fo~ property tax reduction.
