<br />- <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL, APRIL 12, 1999 <br /> <br />7 <br /> <br />Mayor Probst stated that the options before the Council would be to take no action, to take action <br />denying the request, or defer action for additional information. The consensus of the Council <br />was that no action be taken on the request at this time. <br /> <br />ADMINISTRATOR COMMENTS <br /> <br />Mr. Fritsinger reminded the Council Committee Liaisons to update the committees regarding the <br />status of the process to restructure the committees in hopes to bring closure to this issue within <br />the next two weeks. <br /> <br />COUNCIL COMMENTS <br /> <br />Councilmember Larson asked Mr. Fritsinger if a permit had been acquired for the new portable <br />sign at the northwest comer of Lexington A venue and County Road E. He indicated that the sign <br />is very unattractive. Mr. Fritsinger stated that a temporary sign permit had been granted, <br /> <br />With regard to the non-agenda information, Councilmember Larson stated that he had been <br />interested in the comment that Staff had met with Bethel College and Ramsey County regarding <br />the possible improvements to Snelling Avenue between the railroad tracks and Bethel Drive. He <br />noted that the City s Master Plan indicates that this road is proposed to be a boulevard. <br /> <br />Councilmember Larson indicated that, if the project moves forward there would be a need for <br />turn lanes and a center island. The City should consider extending the boulevard from the <br />railroad tracks to Lake Valentine Road, <br /> <br />Mr. Fritsinger stated that Mr. Dan Soler of Ramsey County had indicated that the concept being <br />prepared at this time would be to narrow the drive lanes. Staff had asked Ramsey County how <br />they would handle the center median and whether it would be a turn lane. If it is a center turn <br />lane, running the entire length of the road, there is no where to turn to the east except to access <br />Lake Valentine. Ramsey County had indicated that they would contact the City when this issue <br />is figured out. <br /> <br />Mayor Probst indicated that he did not recall this stretch of road being slated for a boulevard. He <br />concurred with Councilmember Larson's suggestion and asked Staffto pass this on to Ramsey <br />County. <br /> <br />Councilmember Larson stated that the there have been a number of complaints that the road is a <br />speed way and it needs to be slowed down. Mayor Probst agreed that the four-lane road only <br />serves to allow people to drive faster. <br /> <br />Mr. Fritsinger stated that the County is also in the process of preparing to widen the railroad <br />bridges at New Brighton Road and Snelling Avenue. <br /> <br />Councilmember Malone stated that it would be best for the City to not build the proposed trail at <br />County Road F since it might be removed with the Highway 694 project and the City would have <br />to pay back the money for its construction. <br />
