<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL - AUGUST 9, 1999 <br /> <br />7 <br /> <br />City Administrator Fritsinger clarified that tonight's requested action was only for the City <br />Council to approve a date for the public informational meeting, and that staff would be revising <br />the ordinance prior to presentation for final adoption. <br /> <br />Councilmember Rem suggested that staff prepare sufficient public notice to make the average <br />homeowner aware of the meeting, and the existence of the ordinance, to allow residents time to <br />react accordingly. <br /> <br />Mr. Stafford stated that he had done preliminary notices in the City's most recent newsletters, <br />and was preparing a "Letter to the Editor" for publication in the City's official newspaper prior to <br />the scheduled meeting. <br /> <br />MOTION: <br /> <br />Councilmember Malone moved and Councilmember Rem seconded a motion to <br />authorize a public information meeting at the regular City Council meeting <br />scheduled for Monday, August 30, 1999. The motion carried unanimously (5-0). <br /> <br />Councilmember Aplikowski rescinded her suggestion that the compliance period be changed <br />from thirty to sixty days; reserving the privilege to amend the proposed ordinance at the time of <br />adoption. <br /> <br />C. Sanitary Sewer, Approve Increased Budget for Drainage <br /> <br />Mr. Stafford reviewed several budgeted sanitary sewer repairs projected for 1999 and 2000, as <br />previously identified by televising of the system, for work on Old Highway 10 and County Road <br />E-2. These repairs would be pipe lining technology, not replacement. <br /> <br />Mr. Post clarified that the 2000 Budget was still proposed, not adopted, even though the <br />expenditure was identified as a projected 2000 expense. <br /> <br />MOTION: <br /> <br />Councilmember Malone moved and Councilmember Aplikowski seconded a <br />motion to authorize staff to combine two (2) referenced repairs to the City's <br />sanitary sewer system, using budgeted 1999 and proposed 2000 monies for the <br />combined project. The motion carried unanimously (5-0). <br /> <br />D. Payment Request #4, Forest Lake Contracting, West Round Lake Road, Phase I <br /> <br />Mr. Brown explained that the City of Arden Hills awarded Forest Lake Contracting the West <br />Round Lake Road Improvement Project Phase I on March 8, 1999. Mr. Brown recommended <br />City Council approval of Payment #4 and further stated that the request included payment for <br />excavation, roadway, trail and sidewalk construction work completed through July 30, 1999, and <br />that their firm was still holding a five percent (5%) retainage until completion of the project. <br /> <br />Mr. Stafford concurred with Mr. Brown, and stated that, to-date, no problems had been <br />encountered with this contractor, and the project remained ahead of schedule. <br />
