Page 1 of 2 <br /> <br />CONSENT – 8E <br /> <br />MEMORANDUM <br /> DATE: February 10, 2025 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Jessica Jagoe, Interim City Administrator <br /> <br />SUBJECT: Authorization to Recruit for a Parks & Recreation Manager <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $100,437 (Grade 14) TBD Various Funds <br /> <br />Council Should Consider <br /> <br />Motions to approve, table, or deny the following: <br /> <br /> Discuss recruitment for a Parks & Recreation Manager position. <br /> <br />Background <br /> <br />This item is related to the proposed Parks & Recreation Manager position. On August 19, 2024, the <br />Public Works Director/City Engineer presented a proposed modified organizational structure and <br />staffing changes related to the Public Works Department that has been determined as a “needs now” <br />to perform City business more effectively at the level of service that is demanded. On July 18, 2024, <br />this item was presented to the Personnel Committee, the recommendations were to bring Phase 1 to <br />Council for consideration to implement in 2025 and Phases 2 and 3 would be considered at a later <br />time if/when Phase 1 was up and running to Staff’s satisfaction. <br />At the January 13, 2025, City Council work session direction was given to staff to incorporate <br />changes discussed to the job description, send it to the Council for comment, and then to DDA for <br />final review. Those steps were completed, and no changes were suggested by DDA to job duties or <br />the proposed pay scale for this position. Therefore, staff is bringing this item forward to authorize <br />recruitment for this new position. Below is an example of a typical recruitment process: <br /> <br />-Council approves authorization to begin the recruitment process <br />-Staff posts for the position <br />-Staff reviews applications and selects interview candidates and selects a finalist <br />-Staff will bring forward a finalist for official Council approval <br /> <br />Councilmembers have previously expressed an interest in being part of the interview panel for certain <br />positions at City Hall; currently no Councilmembers are slated to be on the interview panel for this <br />position. Should Council want to designate Councilmembers to attend they should do so with this <br />authorization (it would need to be pulled from consent and approved).
