Page 4 of 5 <br /> <br />City Clean-Up Event <br /> <br />The City Council had requested review of potentially including a clean-up event or curbside <br />collection event in the recycling contract. Residential households today have the option for <br />curbside bulky waste collection with their current trash hauler. <br /> <br />Walters is proposing an Annual Spring Clean-Up Event in partnership with the City. Walters’ <br />recommendation is to host an event, on a Saturday in the spring, which allows residents to <br />recycle materials and prevent those items from going to a waste-to-energy facility. Having an <br />annual event in a designated location allows residents to recycle items that otherwise would be <br />disposed of as trash. Walters has indicated this is also the most cost-effective way to conduct a <br />clean-up event. The City would provide a location, cones, traffic control, assisting with staff to <br />run the event and answer questions, etc. Walters is responsible for providing trucks, roll off <br />containers, drivers and staff to assist with itemizing material. <br /> <br />The new contract with Walters will take effect May 5, 2025. The proposed contract states the <br />Contractor will work with the City to facilitate a spring clean-up event. Due to the timing of the <br />contract start date it is anticipated that the City would still work with Recycle Technologies, Inc. <br />for a drop off event in the fall of 2025, as residents are used to. <br /> <br />Walters will collaborate with Staff to plan a spring event in 2026. Walters suggests a targeted <br />approach for the first event, possibly appliances or mattresses only or some combination of <br />limited bulky items. SCORE grant incentive dollars cannot be used on the same incentive year <br />after year, unless the incentive expands. Having a smaller event for the first year, then expanding <br />on recycling services for the second event would allow us to continue to use the SCORE grant <br />incentive dollars for future years. Walters provided an example of pricing and the types of items <br />that could be collected at this type of event. The list is provided as Attachment C. <br /> <br />Other Contract Notables <br /> <br />As part of the contract negotiations, there were other minor changes from the current contract <br />language reflective of current industry standards. The current contract with Republic Services <br />had largely not been amended since 2015. These changes were reviewed with Ramsey County <br />Solid Waste Program staff and our recycling consultant with Foth Infrastructure and <br />Environment, LLC. prior to inclusion in the contract. These other items were as follows: <br /> <br />• Pollution Liability Insurance was listed at $5 million per occurrence. Walters currently <br />carries a $2 million policy. The additional premium would cost Walters an extra $20,000 <br />per year. The City Attorney reviewed the request and could not find any statutory <br />authority or minimums requiring the $5 million. Additionally, our Recycling Consultant <br />reviewed several other contracts and found some did not reference any coverage related <br />to pollution. Two specified the $5 million and others didn’t state a dollar amount but used <br />language that puts the liability on the contractor. Both the City Attorney and the <br />Recycling Consultant were comfortable with the $2 million policy. <br />
