Based on the
changes recommended by HKGi (the elimination of two of the lesser-used districts), as well as the
renaming of two or more of the base districts, the following purpose statements are being proposed.

Generally, the changes incorporate these four principles:
1. Move away from residential districts labeled with housing types.
2. Clarify the purposes of the B-3 and B-4 districts and rename to better align with the existing and
desired uses.
3. Revisit the Civic Center District to ensure the zoning matches the City’s vision.
4. Overall, keep the focus on the purpose of the districts and the sorts of uses allowed or
characteristics envisioned – remove references to how standards will be applied or how the
districts will function.

R-1: Suburban Residential 1
The purpose of the Suburban Residential 1 District (R-1) is to provide areas for single-unit and two-unit
dwellings, as well as for senior housing, or for institutional uses such as schools or places of worship in
settings that are compatible with the surrounding neighborhood.
