There are at least 25 Twin Cities metro area communities allowing ADUs, including Apple Valley, Blaine, Bloomington, Burnsville, Crystal, Eagan, Fridley, Golden Valley, Hopkins, Inver Grove Heights, Lakeville, Long Lake, Minneapolis, Minnetonka, Mounds View, Orono, Plymouth, Richfield, Roseville, Stillwater, Shoreview, St. Louis Park, St. Paul, Wayzata and White Bear Lake. Ten cities from different areas of the metro have been consolidated here: City ADU Key Findings Links Apple Valley • Allowed on R-1 zoned lots 40,000 sq.ft. or more. • One ADU permitted per lot. • Conditional use permit required. • Conversion or attached ADUs only; No detached ADUs allowed. • Owner occupancy requirement. • Size shall be no more than 40% of the primary residence’s footprint or 900 sq. ft, but no less than 300 sq. ft. • Two additional parking stalls required. Communities for a Lifetime Accessory Dwelling Unit Guide Burnsville • Allowed in R1 and R1A zones. Minimum 10,000 square foot lot. • Owner occupancy requirement. • One ADU per lot. • Conversion or attached ADUs; No detached ADUs allowed. • No more than 50% of the primary residence’s footprint, but no less than 300 sq. ft. • Two additional parking stalls required. Communities for a Lifetime Accessory Dwelling Unit Guide Columbia Heights • Only allowed on lots with detached single- family houses. • Owner occupancy requirement. • Separate utilities required. • Must meet minimum parking requirements. Accessory Dwelling Units Crystal • Allows all forms of ADUs. • One ADU per single-family property. • Max size is 50% of finished floor area of primary dwelling except if ADU is in the basement. • Detached ADUs max height: 22 ft. • One additional parking space required.
