Page 1 of 2 <br /> <br />AGENDA ITEM – 3D <br /> <br />MEMORANDUM <br /> <br />DATE: March 10, 2025 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Jessica Jagoe, City Administrator <br /> <br />SUBJECT: Code of Conduct Policy Discussion <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br />Council Should Consider <br /> <br />Council should review the draft Commissions and Committee Code of Conduct and Resolution <br />2016-022 for City Council Norms of Behavior and provide direction to staff on next steps. <br /> <br />Background <br /> <br />At the February 10th Work Session, the City Council requested staff schedule for the March <br />Work Session the code of conduct policy discussion. There are two policies that are applicable <br />to this discussion. The first policy would be intended for Commissions and Committee <br />members. The second is Resolution 2016-22 which is the City Council Norms of Behavior. <br /> <br />For the Commissions and Committee Code of Conduct, this policy development began in <br />2023/24 with the involvement of Councilmember Rousseau and Mayor Grant along with <br />guidance on language from Amy Schmidt, former City Attorney, with Campbell Knutson. <br />Additionally, one member of each Commission and Committee was given an opportunity to <br />review and provide comments. The draft code as presented to the Council incorporates the final <br />revisions from Ms. Schmidt. <br /> <br />This code would apply to all Appointees and includes an aspirational statement for decorum of <br />Commissions and Committee Members, along with examples of behavior that “meets” and “does <br />not meet” expectations. Any report for addressing unacceptable behavior would be presented to <br />the Personnel Committee for review. <br /> <br />For Resolution 2016-22, the City Council should review to determine if this remains sufficient or <br />provide staff with direction on updates for the Norms of Behavior. Also included with this <br />memo are the January 3, 2024 special work session minutes reflecting Council discussion with <br />LMCIT Collaboration Services regarding this topic. <br />
