<br />3.14 Human-Caused Hazards
<br />3.14.1 PROFILE
<br />Many human-caused hazards may affect Ramsey County. These include, but are not limited to:
<br />• Active shooter/hostile incident: A situation in which one or more individuals are actively
<br />engaged in killing or attempting to kill people in a populated area, typically using firearms. These
<br />incidents are characterized by their unpredictability and rapid evolution, often involving multiple
<br />victims and posing significant threats to public safety.
<br />• Civil Unrest: A situation in which one or more individuals are actively engaged in killing or

<br />ransomware, Man-in-the-Middle (MitM), SQL injection, and zero-day exploits. Cyberattacks can
<br />cause significant financial, operational, and reputational damage.
<br />• Terrorism: The unlawful use of violence or threats of violence, especially against civilians, to
<br />create fear and achieve political, religious, or ideological objectives. Terrorism can be
<br />perpetrated by individuals, groups, or state-sponsored actors and often aims to influence an
<br />audience beyond the immediate victims. Examples of terrorism include bombings, shootings,
<br />hijackings, kidnappings, and cyberattacks that are intended to cause widespread disruption or
<br />fear.
<br />Although not natural hazards, these hazards have been included to address and reduce the risks they
<br />pose to public safety, infrastructure, and essential services.
<br />3.14.2 LOCATION
<br />Active shooter events are most likely to take place in locations with high concentrations of people, such
<br />as schools, workplaces, shopping centers, places of worship, and public events. These settings are often
<br />targeted due to the presence of numerous potential victims and the ability to create widespread fear
<br />and disruption.
<br />Civil unrest is most likely to take place in urban areas and locations where large groups of people can
<br />gather, such as city centers, public squares, government buildings, and university campuses. These areas
