<br />Ramsey County | Multi-Jurisdiction Hazard Mitigation Plan 50 <br />3.15 Infrastructure Failure <br />3.15.1 PROFILE <br />Infrastructure failure encompasses a range of events that disrupt the normal functioning of essential <br />systems and services in the community, and can have widespread and severe consequences for <br />communities, economies, and the environment. Failures may include: <br />• Transportation Accidents: These are incidents that disrupt the transportation system, such as <br />vehicle collisions, train derailments, or aircraft crashes, which can lead to significant delays, <br />injuries, or fatalities. <br />• Electrical/Fuel Shortages: These occur when the supply of electricity or fuel is insufficient to <br />meet demand, often due to infrastructure damage, supply chain issues, or increased <br />consumption. This can result in power outages and hinder transportation and other critical <br />services. <br />• Supply Chain Disruption: This refers to interruptions in the flow of goods and services, which <br />can be caused by natural disasters, manufacturing problems, or transportation failures. Such <br />disruptions can lead to shortages of essential items and economic losses. <br />• Water Contamination: This involves the pollution of water supplies with harmful substances, <br />which can occur due to infrastructure breakdowns, such as leaks or breaches in containment <br />systems. Contaminated water poses serious health risks and can affect a wide range of activities, <br />from drinking water provision to agriculture. <br />Although not natural hazards, these hazards have been included to address and reduce the risks they <br />pose to public safety, infrastructure, and essential services. <br />3.15.2 LOCATION <br />Infrastructure failures have significant impacts on a given community. Below are the likely locations for <br />infrastructure failures within Ramsey County: <br />Transportation <br />• Roadways – Ramsey County is served by a number of major roadways including Interstates 94 (I- <br />94), 35E (I35E), and 694 (I-694); US Highways 52 and 61; and MN State Highways 36 (MN-36), 51 <br />(MN-51), and 280 (MN-280). Additionally, there are a number of major county roads that <br />transverse the region as well. <br />• Intersections/Interchanges – Major intersections/interchanges in Ramsey County include I-94 <br />and I-35E, I-94 and MN-280, and I-694 and I-35E. Other significant urban and suburban <br />intersections are located across the county as well. <br />• Bridges and Overpasses – Ramsey County has a number of key bridges and overpasses including <br />a number that span the Mississippi River and interstate and highway overpasses. <br />• Railroads – Ramsey County is a significant hub for rail transportation in the region, with BNSF <br />Railway, Union Pacific Railroad, Canadian Pacific Railway, and Amtrak providing freight and <br />passenger services with the county.
