Hazard Mitigation Strategy <br />4.1 Plan Goals <br />The planning process included a review and update of the prior mitigation goals and objectives as a basis <br />for the planning process and selection of appropriate mitigation actions addressing all hazards of <br />concern. Of particular importance was addressing hazards disproportionately affecting populations with <br />increasing risk to climate impacts. Upon consideration, participating jurisdictions opted to change the <br />goals from the 2019 plan update to better align with county and community mitigation efforts. The 2025 <br />goals are: <br />Goal 1. Mitigate impacts to life, property, the economy and the environment from natural, <br />technological, and human-caused hazards. <br />Goal 2. Build and support local capacity to create resiliency from natural, technological, and human- <br />caused hazards. <br />Goal 3. Build resilience for critical infrastructure and systems against impacts of natural, technological <br />and human-caused hazards. <br />Goal 4. Increase education, outreach and awareness to the whole community to build resiliency. <br />Communities were encouraged to use these goals as guideposts when reviewing, updating and adding <br />new hazard mitigation actions. <br />4.2 Strategy Development <br />Using the updated goals as a planning tool to guide mitigation planning efforts, the LPT collaborated to <br />identify a 2025 hazard mitigation strategy that is both effective and feasible for the county and <br />participating communities. As part of the process, communities reviewed the mitigation strategy from <br />the previous plan and reported on the status of specific hazard mitigation actions, and then reviewed <br />capabilities and risks to identify new hazard mitigation actions as appropriate. <br />At the beginning of the planning process, the planning team set out participation requirements for <br />jurisdictions to be considered full participants in the hazard mitigation plan. Among these requirements, <br />each participating jurisdiction was required to identify at least one new or continuing hazard mitigation <br />action to reduce risk in their community. <br />4.3 2019 Mitigation Action Reporting <br />Communities were asked to review and update the hazard mitigation actions that were identified in the <br />2019 plan to better understand the progress that they had made, and to identify actions that they <br />wanted to keep for the 2025 plan update. Communities reviewed each action and identified it in one of <br />four categories: <br />• Completed. The action has been completed. <br />• Not started. The action has not been started but should be included in the updated strategy. <br />• In progress. The action has been started but should still be included in the updated strategy.
