1 <br /> <br /> <br /> CITY OF ARDEN HILLS <br />POSITION DESCRIPTION <br /> <br />Position Title: Community Development Director <br />Department: Community Development <br />Accountable to: City Administrator <br />Positions Supervised: Building Official, Senior Planner <br />Status: Regular Full Time <br /> May 2024 <br /> <br />PRIMARY OBJECTIVES <br />Responsible for the management and supervision of the Department with direct reports under the Planning & <br />Zoning and Building Departments. Performs complex and highly technical professional work managing and <br />directing all planning including comprehensive plan, development review, zoning administration, as well as <br />building inspection, code enforcement, rental registration, and community development activities. This position <br />is responsible for identifying public-private partnerships for new economic opportunities, assisting in the daily <br />City operations, assuring compliance with City policies, goals and programs, and related work as apparent or <br />assigned. This is a unique and dynamic position where the person in this role will also serve as the City Planner <br />for technical and complex development reviews. Responsible for oversight of all planning duties and delegates <br />work to the Senior Planner. This person in this role will be expected to think big picture for the City but also <br />manage detailed planning work on a day-to-day basis with significant responsibility for interdepartmental <br />coordination for community development activities. Work involves recommending and setting policies and goals <br />under the direction of the City Administrator. Departmental supervision is exercised over Building Official, and <br />Senior Planner. Limited oversight is exercised over the Building and Code Enforcement Inspector. <br />QUALIFICATION REQUIREMENTS <br />To perform this job successfully, an individual must be able to perform each essential function satisfactorily. <br />The requirements listed below are representative of the knowledge, skill, and/or ability required. Reasonable <br />accommodations may be made to enable individuals with disabilities to perform the essential functions. <br /> <br />ESSENTIAL FUNCTIONS OF THE POSITION <br />Department supervision overseeing and responsible for guiding, coaching and supervising employees, <br />selecting and overseeing consultants, and establishing and administering departmental priorities, policies and <br />procedures for Departments under Community Development. <br /> <br />Serves as the principal planner and zoning administrator for the City of Arden Hills. <br /> <br />Performs hands-on detailed technical planning work on planning cases and delegates planning activities to the <br />Senior Planner as appropriate; this position will be expected to handle planning cases from beginning to end. <br />This will include, but not be limited to, review of PUD’s, CUP’s, variances, Comprehensive Plan Amendments. <br /> <br />Receives and processes zoning and land use applications, completes detailed analysis for conformity with City <br />Codes, prepares case files, coordinates publication of notices to property owners as necessary, and presents <br />cases to Planning Commission and the City Council. <br /> <br />Oversees and coordinates community development activities, providing technical and administrative assistance <br />to property owners, promoting development and redevelopment activities, and assists in the marketing of
